CARE through Economic and Social Re-integration of Afghan Returnees and IDPs (ESRAR) under Humanitarian-Rural Assistance Program (H-RAP) aims to facilitate the sustainable settlement and community integration of returnees and IDPs in two Returnees and IDP settlements in Parwan and Kabul provinces. The project will support creation of the basic water and sanitation systems through sufficient access to safe potable water, sanitation, health, hygiene and environmental education in these two settlements. The project will be linked to ongoing initiatives of the Government of Afghanistan and the efforts of other agencies working to reduce the vulnerability of returnees and IDPs.
The primary responsibility of the incumbent is: To monitor Community Economic and Social Re-integration of Afghan Returnees and IDPs (ESRAR) implementation process in target settlements of provinces. He/She will travel to the programming areas on regular basis in order to monitor and review and implementation and utilization of M&E Tools at all levels of project area. Prepare detailed monitoring reports which identify strengths, weakness of project and available gaps and areas needs improvement. He/She will be responsible for visiting Project Admin Officers as well as ESRAR Project Supervisors and other provincial staff members consulting with them and providing further support for the field staff in the usage of M&E tools, monitoring and follow-up of health education trainings, community mobilization, cash distribution and quality implementation of project and infrastructure activities as well as other components of the project.
1. Conduct monitoring & field visits to all ESRAR project target settlements (70%)
Visits of field offices for the purposes of monitoring and reviewing M&E system according to laid out mechanism for ESRAR Project.
Follow up of given feedback to field staff and Make sure that the project staff has made changes accordingly or not.
Monitors ESRAR project progress against the project work plan.
2. Improve projects\' data and information collection methods, work with ESRAR Project Supervisors (Engineering and Health) and their teams to obtain needed information by Monitoring tools; and support staff capacity building in the use of the methods.
Support ESRAR project in developing sound data collection tools, including baseline surveys and rapid assessments that can provide accurate and timely information on project indicators and other information needs.
Improve capacity of project field staff in quantitative and qualitative data collection through delivering trainings and on the job support.
Work with field staff to check the M&E tools for accuracy and make sure that the tools are filled-out properly.
3. Provide ongoing M&E support to build M&E capacities of ESRAR project, Admin officers, Health Education team and Field Engineering team and other field staff to identify their major M&E needs and provide support and technical assistance to project during key M&E events, such as rapid assessment, baseline survey development, cash distribution and analysis to address the needs.
Identify deficiency and gap on M&E system at provincial level and conduct coaching and practical training to remove the existed gap.
Prepare training materials on M&E, quality education assessment, data collection, project design, etc and disseminate to program staff, and coordinate regular trainings on such topics for them.
Assist H-RAP /ESRAR Project Management, to examine project hypothesis and provide advice for making changes that strengthen logical links between cause and effect.
Examine stated impact, effect, and output indicators, and to a lesser extent, activity and input indicators for existent ESRAR project and where appropriate, suggest improvements.
Assist ESRAR project develop and update M&E frameworks which provide sufficient details on monitoring their performance, including what will be monitored, how, when, and by whom.
In absence of project admin officer undertake cash distribution to cash for training beneficiaries
4. Consider the social aspect of the projects
Promote women role in development process.
Avoid, transform and solve problems/conflicts in the working area.
Encourage the community for projects’ post-completion maintenance.
Preparing the community for formal turnover of the completed projects.
5. Other job related duties as assigned by the DPM, Senior PC and Mission Leadership
EDUCATION: University Graduate – social science preferred.
WORK EXPERIENCE: At least 3 years of experience in monitoring and evaluation field and program implementation preferably with a well-reputed agency.
SKILLS: Adequate knowledge of monitoring and evaluation.
Ability to make sound judgment.
Good command of written and spoken English and either of Pashto or Dari.
Good command of word processing and spreadsheet programs.
Strong interpersonal skills.
LANGUAGES: Fluency in written and spoken English, Dari and Pushto languages.
GENERAL: Excellent human relation, enthusiasm to the job, demonstration of team work spirit, beings self-disciplined, being a good team player, being innovative, hard working.

CARE Afghanistan other relevant departments, MoRR, MoPH, Other NGOs, and relevant UN organizations.
WORKING CONDITIONS: Based at CARE Afghanistan Head Quarter in Kabul with regular field trip to field offices and within provinces to project target areas/classes and occasionally to partner organizations’ target areas
COMPETENCIES: Demonstrates competency and skill in training of M&E staff members.
Skills in planning, design, conduct and evaluation of long and short-term training programs;
Ability to plan and design M&E tools and conduct gap analysis at provincial and central levels.
Need assessment and analytical skills;
Report writing skills;
Excellent facilitation and presentation skills;
Excellent competency in local languages (both written and spoken) is must;
Ability to communicate in English is desirable;
