ACTED manages several initiatives, including the REACH Initiative. REACH’s purpose is to provide granular data, timely information, and in-depth analysis to support the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. The work of the REACH Initiative directly feeds into aid response and decision-making by providing accessible and precise information on the humanitarian situation of crisis-affected populations.


REACH Initiative has been present in Afghanistan since 2016, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services.

Job Summary

Under the line-management of the regional field coordinator/Senior filed officer, the field Officer will fulfill the following functions:


Duties & Responsibilities

Data Collection in the Field:


·      Collect data independently in line with specified tools and methodology.

·      Conduct interviews and Focus Group discussions with households on shelter construction, resiliency strategies, and coping mechanisms.

·      Manage teams of enumerators assisting in data collection.

·      Collect data independently in line with specified tools and methodology.

·      Assure that data collection takes place according to plan, and based on the work plan designed.

·      Communicate any delay in data collection to the regional filed coordinator, due to security events or any other challenges that impede work in the field.

·      Participate in debriefings with senior field officer/regional field coordinator as needed.

·      Assure the quality of the data collected based on REACH quality standards

·      Train enumerators in regional level with support of regional field coordinator on data collection

·      Responsible for data cleaning in the regional level under direct supervision and support of regional field coordinator/senior field officer     

Safety and Security

·      Follow ACTED safety and security protocols and norms inside Afghanistan.

·      Follow ACTED code of conduct in Afghanistan.

·      Communicate any security incidents immediately to the Senior Field Officer.

·      Ensure that data collected is removed from the field – on paper or smartphone platforms – as soon as the data has been transferred to the REACH Senior Field Officer

·      Ensure the privacy and security of the information collected in the field

Job Requirements

  • Willingness to travel extensively to conduct data collection across region covered by designated field office (Mazar, Herat, Kabul, Kandahar, Jalalabad)
  • Previous experience with data collection in the field, ideally using mobile data collection platforms
  • 2-3 years relevant experinace 
  • University degree, Bachelor of Agriculture , social economy required.
  • Familiarity with communities in which data collection will be implemented
  • Strong understanding of proper data collection procedures, and data security practices
  • Strong understanding of principles of community accountability
  • Good organizational, communication, and interpersonal skills
  • Ability to think creatively in terms of tool and process development
  • Flexibility and adaptability to ever-changing needs and responsibilities
  • Familiarity with the aid system, and an understanding of donor and governmental requirements is an asset
  • Ability to work both independently, and as part of a team
  • Strong leadership skills
  • Fluency in English required
  • The Field Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH/ACTED and its partners, or collected during his/her assignment with REACH/ACTED.
