AECOM/SIKA-East, Multi Location
The Field Program Management Unit Officer Position is based in Kabul but travels frequently to the assigned province or districts and provides support to the Stability in Key Areas (SIKA-EAST).
Serve as liaison between Core technical and administrative teams and the Provincial Management Units (PMU) and District Management Team (DMT).
In Consultation with the SIKA M&E department, facilitate the evaluation and documentation of qualitative and quantitative performance measures at 3 months, 6 months and 1 year following completion of implementation.
Assist the M&E unit in the collection, documentation and sharing of best practices for improvements in program implementation.
Develop a tracker to show the administrative process of the field staff per diem, travel expenses and fund transfer to his/her province
Provide timely and relevant analysis and recommendations on the SIKA activities to the Field Program Unit team.
Get update from the PMU/DMT routine activities that are happening in the field and make update the activity plan accordingly
Provide technical and operational support to the PMU and DPMU managers of the province he/she is assigned for
Update and manage the district activity plan for the province he/she is assigned for
Assisting the Field Program Management Unit in achieving the goal, objectives and tasks of the unit.
On frequently basis, he/she will do research on the implementation of SIKA activities at the field level.
Undertake any other task assigned by FPMU manager.
Report on weekly basis to FPMU manager
Minimum Education Required: High School diploma required, BA degree highly desired.
Must have 4 years of general work experience, and 2+ years of specific experience related to the position required. If supervising staff, must have 1+ years of supervisory experience.
Advanced knowledge of Spoken and Written English highly desired, Medium level required
The candidate should have effective communication skills in Pashto & Dari and this will be tested during the interview session
Excellent communication skills are required
Good organization and problem solving skills are required
Be able to travel on frequently basis to Ghazni province or any other province he/she will be assigned for

Note: The actual salary of the successful candidate will be negotiated within the grade 7/8 pay band, depending on qualifications and previous salary history. It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the grade 7/8 level, or who in some other way does not fully meet all requirements for the position. However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 7/8 pay band
