The Asian Development Bank (ADB) was the largest on-budget development partner of the Government of Afghanistan in infrastructure prior to the Taliban takeover on 15 August 2021, when the ADB’s assistance to Afghanistan was put “on hold”. Through what has been termed “novel financing” under the approved ADB Afghanistan Approach Papers 1.0 and 2.0 , the ADB is once again providing key assistance needed to offer Support for the Afghan People. Based on the evolving situation in Afghanistan, in addition to feedback from Asian Development Fund (ADF) donors, development partners, and subsequent internal discussions and consensus, the Afghanistan Resident Mission is requiring to recruit an individual consultant to assist the Finance and Administration unit in daily financial administrative task. 

Job Summary

Scope of Work

The consultant will assist the Finance and Admin Unit by maintaining financial records, processing transactions, assisting with accounts payable/receivable, tracking expenses, generating reports, and handling clerical tasks. This role ensures accurate data entry, budget monitoring, and compliance with organizational policies

Duties & Responsibilities

Detailed Tasks and/or Expected Output

1. Ensure efficient daily financial operations and assist the finance team in managing tasks in compliance with ADB operating guidelines.

2. Accurately process, record, and categorize daily financial transactions, including receipts, payments, and journal entries in RM-FMAS and e-banking.

3. Process and ensure timely payments to suppliers and service providers in compliance with ADB guidelines, maintaining accurate records of all payment transactions.

4. Review and verify payment supporting documents to ensure completeness and compliance with all relevant guidelines.

5. Update the income statement report for the ADB-Guesthouse on a monthly basis.

6. Prepare and issue invoices for guests staying at the ADB-Guesthouse, ensuring accuracy in billing and timeliness.

7. Assist in monitoring budget expenditure, identifying variances, and reporting them to the Senior Finance and Administrative Officer.

8. Organize and maintain electronic and physical financial documents for easy access, ensuring compliance with data protection regulations and timely archiving per ADB policies.

9. Contribute to budget forecasting efforts, preparing updates as required.

10. Assist in monthly bank reconciliations to ensure all transactions are aligned with bank statements.

11. Support the preparation of monthly financial, ad-hoc, and expense reports to aid in decision-making.

12. Monitor and follow up on outstanding invoices and payments, ensuring timely collection and disbursement.

13. Serve as a liaison for financial inquiries, providing information and assistance to other departments as needed.

14. Collaborate with team members to identify and implement improvements in financial processes and reporting.

15. Identify and resolve any discrepancies in daily financial transactions promptly to maintain accuracy.

16. Review institutional procurement documents as needed, ensuring compliance with procurement guidelines.

Job Requirements

Minimum Qualification Requirements

1. The consultant will have a bachelor's degree in related areas such as business administration, accounting, finance, or a related discipline and at least 3 years of relevant professional experience, with an understanding of financial management, accounting, vendor management, banking, and account payables within the Afghan operational environment and development issues.

2. Excellent communication skills, including written and oral presentation in English; fluency in Dari and/or Pashto.

3. Minimum 5 years of general experience.

4. Minimum 3 years of specific experience relevant to the assignment.
