Hamida Barmaki Organization for the Rule of Law was founded in 2013. HBORL is a non-governmental and non-profit organization established under the provisions of Afghan laws. Our Organization’s activities are concentrated on three approaches: Capacity building (State, civil societies and universities), research and publication, and consultancy services/legislative reform. We strive to adhere to international best practices in law; thus we are engaged in building institutional capacities of public and private sectors, civil societies and communities in the areas of rule of law and access to justice, consultancy for public administration, women empowerment, social peace and economic development in Afghanistan. Generally, our areas of operation are inclusive of providing professional training and mentorship to build the professional staff of Afghan justice institutions and public administration and related non-state organizations. Providing training of trainers programs as a mean for sustainable development of educational and academic capacities; Cooperation with national and international research and teaching institutions; Translation of books and other materials especially in the field of law; Building legal awareness of the public in the areas of the rule of law and human rights.
Project Background: Bright Future Program is a five years’ project, funded by the Ministry of Foreign Affairs of the Netherlands. This project is being implemented with the close partnership of Cordaid Afghanistan, Bayat Foundation, Crosswise Works, and Hamida Barmaki Organization for the Rule of Law (HBORL).
The program consortium partners are responsible for implementing the specified components related to the field, these major five components consist of: Enabling young urban Afghan entrepreneurs to set up and successfully grow their business; Creating job opportunity for Young urban Afghans; Accelerating Afghan SMEs businesses to generate more job, Improving the business climate for young Afghan entrepreneurs via an ecosystem that serves startups and small businesses, and facilitating policies, law and regulations related to the ease of doing business and labour market are known, respected and implemented.
The Finance and Administrative Officer is responsible for providing effective work in financial management and administration, procuring audit services in accordance with procurement policy and procedures, grant management and human resources services in respect of the country program.
1. Accurately recording all financial transactions, usually on computer systems
2. Accurately recording all monthly tax transactions and cross-check the ARDES database for further clearance.
3. Accurately recording projects financial report to NGO MIS launched by the Ministry of Economy of Afghanistan.
4. Writing official correspondence/emails and documents to donors and relevant stakeholders
5. Preparing balance sheets
6. Processing invoices for payment
7. Reconciling bank statements
8. Recording accounts payable and accounts receivable
9. Producing financial forecasts
10. Assisting in the preparation of budgets
11. Preparing monthly, quarterly and annual financial reports
12. Dealing with payroll and expenses.
13. Participating in financial audits
14. Assisting with the implementation of financial policies
15. Ensure compliance with financial internal controls, and ensure that transactions are processed and assets managed in accordance with HBORL Financial Rules and Regulations
Skills needed for this role:
The candidate must have a high level of numeracy as well as excellent attention to detail. They should also have strong analytical and reporting skills, and be good at problem-solving. the candidate who has NGO working experience will be shortlisted.
Qualification needed for this role:
· Bachelor’s degree in business-related field (Commerce, Accounting,
Finance)
· A minimum of three years experience in a busy international or national, multicultural
Non-Government Organization and handling donor funds.
· Familiar with ARDES online tax database of Ministry of Finance; and NGO MIS of Ministry of Economy of Afghanistan
· Full accounting professional qualification - Chartered/Certified Accountant
(CPA, ACCA) or other comparable/equivalent qualification.
· Sufficient knowledge of accounting and bookkeeping and high financial
analytical skills
· Working knowledge of computerized accounting and another computer
application packages especially QuickBooks.
· High integrity to be able to handle cash and cash related transactions
· Good interpersonal skills to be able to relate to people of diverse backgrounds
· Attention to detail to be able to scrutinize financial and other information documents before decision making
· Planning and organizing ability to be able to accomplish tasks, file and retrieve information
· Effective communication both oral and written English
