The Afghanistan Ministry of Borders and Tribal Affairs (MOBTA) is a leading ministry that supports and represents the needs and concern of the tribes and border communities of the country. In addition to that, the ministry works for national unity, sovereignty of our borders, delivery of social justice, and create the conditions that pave way for balance development in the country. Similarly, the ministry is responsible for taking different measures for welfare of Afghan citizens irrespective of their ethnicity or gender for living a decent life on one hand and to build trust in the central government on the other. This trust of people in the government ultimately helps in bringing peace and stability to this war torn country of Afghanistan.
Technical Assistance Unit (TAU), Ministry of Economy (MOEC) of the Government of Islamic Republic of Afghanistan seeks to hire a qualified individual consultant to provide consultancy services to the Ministry of Borders and Tribal Affairs (MOBTA).
1. Within one month of joining the advisor shall develop an action plan for developing the procurement and finance departments’ functions for better quality services delivery.
2. Work with the directors of finance and procurement departments to develop mechanisms that expedite the procurement process and financial transactions.
3. Develop a strategic plan for procurement department.
4. Work with finance and procurement departments to make sure all the process and procedures comply with the applicable rules and regulations of the government.
5. Develop systems for tracking and monitoring timeliness and accuracy of all types of procurements and payments, including a follow up system for problematic issues.
6. Work with finance department in preparation of core and developmental budget.
7. Support MOBTA's performance reports against the ANDS indicators and to make sure ministry's deliverables in the results-frame-work are achieved.
8. Develop a framework to ensure best practice procurement and financial management of MOBTA budget and provide recommendations to strategically enhance the performance.
9. Develop computerized Assets Management and Inventory Databases and train the relevant unit on how to use the databases.
10. Develop vendor and procurement database to help the relevant department easily track tax calculation and to make sure tax is properly withheld where applicable.
11. Introduce e-purchasing in the ministry.
12. Develop a package of information for central and provincial directorates, including explanations and forms to assist departments to respond to requests from finance for information during the budget formulation process.
13. Develop the procurement and finance departments' capacity to use modern procurement and financial management systems.
14. Provide on-the-job training to procurement and finance staff.
15. Advise the authorities in terms of better performance of procurement and finance.
16. Any other tasks assigned by the DM Administration and Finance.
Bachelor degree in accounting, finance, or public administration.
Three (3) years of relevant work experience on procurement and finance.
Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
Well writing, reading, understanding, and fluency of Pashto, Dari, and English languages.
Extensive experience in research and facilitating curriculum.
Ability to support and control multiple activities and conflicting priorities.
