Job Summary

The scope of duties of the Finance Management (FM) Specialist will relate to all financial management activities required to successfully implement the NATEJA project. These activities will be followed within the strict guidelines of the World Bank and Government’s financial management rules and regulations.

FM Specialist will be responsible to the NSDP Program Executive Director and work under the daily supervision of the FM Manager.

Duties & Responsibilities


Preparing daily expenses vouchers and processing them;

Maintaining proper supporting documents for all financial related data and carefully adopting the established NSDP filing system;

Reconciling bank accounts and comparing bank balances with books and other records on a monthly basis

Calculating applicable income tax on the staff salaries as per Afghanistan Income Tax law and processing the payment of salaries.

Filing the tax return to the MOF and clearing the taxes as and when required;

Preparing M16s (Payment Request) and keep track of NSDP’s budget allocation and actual expenditure;

Liaising with the MOF and following up on NSDP’s payments and other transactions;

Receiving and paying out cash and keeping precise records in accordance with the procedures specified in the NATEJA project Finance Manual;

Checking bills and payment agreements before any payments are made, and in accordance with the rules and regulations of the NSDP and as set out in the NATEJA Finance Manual;

Preparing cheque bank receipt and payment vouchers;

Recording all receipt and payment vouchers in cash and bankbooks;

Recording, on a daily basis, the cash and bank balance position;

Managing and maintaining finance books, vouchers, files, cheque books, and other financial documents;

Perform and document physical cash count on daily basis;

Assuring the fixed asset physical verification by the project management on annual basis.

Performing the bank reconciliation on monthly basis.

Withdrawing cash from the bank as required and as instructed by the FMS manager;

Liaising with bank, giving and receiving bank documents;

Changing currency with a two-member delegation, in the market, as required;

Paying out cash according to the regulations of the NSDP and as set out in the NATEJA Finance Manual;

Preparing and submitting Quarterly Interim Financial Reports to the World Bank within the specified time.

Coordinating with the Internal Audit Department of MOF on carrying out the annual internal audit of the project.

Coordinating with the Supreme Audit Office (SAO) in carrying out the annual external audit of the project.

Reporting on improper use of any stock and/or cash;.

Perform other tasks assigned by the Finance Manager;

Job Requirements

a. Bachelor degree in finance, business administration, economics, or other related field;
b. At least 5 years’ experience with a Government developmental projects or donor funded projects and any national or international NGO in supporting financial management and accounting activities related to procuring goods, works and services;
c. Sound knowledge and understanding of World Bank and/or the Government’s financial management guidelines and procedures is preferable;
d. Sound judgment and interpretative skill for dealing with finance-related issues and documents.
e. Effective communication and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
