National Skills Development Program (NSDP), Multi Location
The scope of duties of the Finance Officer will relate to all financial management activities required to successfully implement the NATEJA project. These activities will be followed within the strict guidelines of the World Bank and Government’s financial management rules and regulations.
Finance Officer will be responsible to the NSDP Finance Manager and work under the daily supervision of him.
The duration of the assignment will be 15 months and will involve the following activities:

a. Preparing daily expenses vouchers and processing them;
b. Maintaining proper supporting documents for all financial related data and carefully adopting the established NSDP filing system;
c. Reconciling bank accounts and comparing bank balances with books and other records on a monthly basis
d. Calculating wage taxes and payments;
e. Preparing the accuracy of B27, M16 and other budgetary forms required to be submitted to the Ministry of Finance
f. Liaising with the MOF and following up on NSDP’s payments and other transactions;
g. Receiving and paying out cash and keeping precise records in accordance with the procedures specified in the NATEJA project Finance Manual;
h. Checking bills and payment agreements before any payments are made, and in accordance with the rules and regulations of the NSDP and as set out in the NATEJA Finance Manual;
i. Preparing cheque bank receipt and payment vouchers;
j. Recording all receipt and payment vouchers in cash and bankbooks;
k. Recording, on a daily basis, the cash and bank balance position;
l. Managing and maintaining finance books, vouchers, files, cheque books, and other financial documents;
m. Physically checking cash in safe on a daily basis;
n. Comparing cash and bankbooks with computer printout at the end of each month;
o. Withdrawing cash from the bank as required and as instructed by the FMS manager;
p. Liaising with bank, giving and receiving bank documents;
q. Changing currency with a two-member delegation, in the market, as required;
r. Paying out cash according to the regulations of the NSDP and as set out in the NATEJA Finance Manual;
s. Reporting on improper use of any stock and/or cash.
t. Preparing all financial reporting procedures for the project conform with the Government and World Bank/ project regulations, and make timely submissions of financial progress reports and Quarterly Financial Monitoring Reports (FMRs) to the MOF and the World Bank
u. Assist in audit/ internal control procedures for the project accounts and liaise with the International Audit Specialist and the Control and Audit Office/ MOF for the auditing of the project
v. Perform any other tasks, if required by the Management
Qualifications and Experience:
a. Bachelor degree in business administration, economics, or other related field;
b. 4 years’ experience with a Government agency or any national or international NGO in supporting financial management and accounting activities related to procuring goods, works and services;
c. Sound knowledge and understanding of World Bank and/or the Government’s financial management guidelines and procedures;
d. Sound judgment and interpretative skill for dealing with finance-related issues and documents.
w. Effective communication and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff..
