Job Summary

The Finance Officer under the direct supervision Finance Manager and undertaking all the responsibility of the financial operations.

Duties & Responsibilities

• Administer and monitor the financial system in order to ensure that the
• Administer employee files and records in order to ensure accurate payment of benefits
And allowances.
• Assist the Finance Manger in preparation of the budget.
• Assist the Finance Manger in Implementing financial policies and procedures
• Establish, maintain and reconcile the general ledger
• Making and preparing Regional Offices voucher
• Prepare and reconcile bank statements
• Assist the Finance Manger in Establishing and maintaining the supplier account
• Processes supplier invoices
• Maintain the purchase order system
• Ensure data is entered into the system
• Issue cheques for all accounts due
• Ensure transactions are properly recorded and entered into the computerized
Accounting system
• Assist with the annual audit
• Returns to relevant government departments
• Maintain the computerized accounting system
• Maintain financial files and records
• Issue, code and authorize purchase orders of procurement department
• Reconcile the accounts payable
• Reconcile the accounts receivable
• Reconcile weekly deposits
• Finance officer would if need to deal with Government Audit and accounting department and Ministry of Finance on taxation, income tax and other issues.

Job Requirements

Bachelors Degree in Finance and Accounting B.Com or BBA or Bsc Economics with a minimum of 3- years of experience in the finance, Accounting, auditing public and multinational organization.

Knowledge, Skills and Abilities:
Knowledge
The incumbent must have proficient knowledge in the following areas:
• computerized accounting programs
• accounts payable and accounts receivables
• generally accepted accounting principles
• fund accounting
• preparation of financial statements
• preparation of financial reports
• administration of employee benefits
• payroll systems and reporting
• office administration
• an understanding of relevant legislation, policies and procedures

Communication Skills Required for Finance Officer
The incumbent must have good communications in:
• Good Knowledge of Public Account(Ministry of Finance, other relevant departments)
• Excellent written communication skills in Pashto and Dari

Skills
The incumbent must demonstrate the following skills:
• analytical and problem solving skills
• decision making skills
• effective verbal and listening communications skills
• effective written communications skills
computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs at a highly proficient level
