The role of the Finance Officer is to receive all completed worksheet accounts from the field and sub offices, check all accounts for accuracy and completeness. Advise program managers on their budgets and assist them to manage their budgets.
Receive completed electronic worksheets for cash books managed in the Field and Sub offices by the finance assistants. Verify all entries with the supporting payment vouchers and receipt vouchers, check all vouchers for correctness in recording and coding.
Checking the monthly payroll from HR. This payroll should be reviewed by the Field Coordinator.
Prepare month end accounts for the IRC program. These accounts are to be completed and submitted to the Field Coordinator prior to submission to the Main Office. The International Finance Manager will review the report and prepare an exception report to the Financial Controller.
Perform weekly, monthly and spot cash counts with the Cashiers in the Field and Sub Offices.
Any other duties that the Field Coordinator may request.
Receive all approved invoices, POs, Delivery Notes for processing, check all purchase documentation for accuracy and completeness and forward to the International Financial Manager to certify before the budget holder/authoriser approves preparation for payment either by cheque, Hawala or cash.
Advise Program Managers on their budgets and assist them to manage the budgets effectively. Providing an accurate overview of expenditures and advising on progress in spending on each account code to prevent overspending.
Maintain good and appropriate accounts filing system for the Field and Sub offices for an effective audit trail.
Respond to and resolve all queries raised by the Main Office, suppliers and debtors.
Assist internal and external auditors during audits in the Field and Sub offices.
Attend and participate in trainings identified/organized by your supervisor.
Follow any new procedures and guidelines designated in circulars from Administration Coordinator and/or Country Director.
To report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct. The reporting of violations is an obligation on the part of all staff members.
To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.
Carries out other duties as assigned by your supervisor.
Proven experience in Administration or Public Relations.
Excellent English and Dari / Pashtu skills.
Must have computer skills.
Experience in working with international NGOs
Good organizational, diplomatic and reporting skills;
Able to work under pressure.
Excellent cross-cultural skills; prior experience working in a multi-cultural environment is an added advantage.
Degree in accountancy, finance or economics.
At least two years practical experience in accounting
Computer literacy, including proven experience with computerized accounting packages, word processing and spreadsheets (preferably Word and Excel).
Ability to work as part of a team,
Good communication skills both written and verbal.
Good interpersonal skills
Systematic and organized.
Ability and willingness to travel to project projects.
Ability to work under pressure and to meet tight deadlines, with minimum supervision.
Strong sense of integrity and personal commitment to the goals of IRC.
English language skills.
