Health Status: The health status of the approximately 25 million Afghans is among the worst in the world. The infant mortality rate is 129 per 1,000 live births and the maternal mortality ratio is 1,600/100,000 live births.
Health Care Services: Until 2003 the performance of the public health system was poor (e.g. only 8% of women received prenatal care) with the exception of mass vaccination campaigns which achieved high coverage. Since 2004, there has been a large increase in service delivery, about 90% of it provided by NGOs. The Ministry of Public Health (MoPH) has taken the responsibility to organize the allocation of funds within the sector and to set guidelines and standards for service provisions by NGOs, which are contracted. The Basic Package of Health Services (BPHS) and Essential Package of Health Services (EPHS) have been developed which clearly delineate the service that should be provided by each type of primary health care and hospital facilities respectively.
Health System: Despite impressive progress in health system development and services delivery, Afghanistan still faces tremendous challenges in provision of equable quality health care. In addition to security and dependency on external support, challenges such as improved access to health care, up grading the skills of service providers, weak demand for services utilization, and gaps in stewardship role of the ministry such as properly monitoring the system at all levels, are example of these challenges. In order to strengthen the system and address the bottlenecks, the Global Alliance on Vaccination and Immunization (GAVI) and the Global Fund (GFATM) opened an opportunities to fill the gaps and strengthen their health systems.
MoPH response: Afghanistan submitted its proposals in accordance with the donor guidelines, proposing some of the critical areas that affect the system. These areas mainly include improved access to quality health care, increased demand for health services utilization and strengthen stewardship role of the MOPH at different levels. In order to facilitate the overall process, MOPH needs to recruit competent staff who provides support to MOPH on successful implementation of the plans and institutionalization of HSS support which includes this position.
A. SCOPE OF WORK:
The finance officer is responsible for the financial management, coordination and facilitation of all Global Fund HSS grants at the Development Budget Department (DBD) under supervision of GF HSS finance manager.
• To ensure that all project related transactions are in compliance with donors and MoF/ MoPH requirements and making sure that all the financial documents are coded according to MoF chart of accounts and donors guidelines.
• Responsible for the monthly reconciliation of the project expenses with MoF/SDU AFMIS records.
• To do regular follow up with MoF and DAB and making sure that the submitted documents (M16s, M12s and B27s) are under the process and do not require any further documents
• Preparing staff monthly salaries, per diem, travel cost, allowances, incentives, and other staff claims with close cooperation of finance manager.
• Monitor all expenditures and ensure that all transactions are in compliance with donor and MoPH requirements.
• Monitor expenditures according to the approved budget.
• Maintaining the journal and cash book regularly updated to ensure that sufficient funds are available in the special bank account of the project in (DAB)
• Coding payment vouchers properly according to MoF and donors chart of accounts and guidelines.
• Monthly Cash control with cashier and keeping proper cash flow happen, in order to have enough cash for program staff.
• Assist the finance department of the MoPH and staff of relevant departments involved in the HSS grant implementation to strengthen and improve the financial management systems.
• Assists the process of reviewing financial proposal coming from the SRs in response to RFPs related to HSS grant.
• Ensuring that the financial processes applied for HSS grant implementation are in line with the MOF requirements and is properly documented.
• Prepare financial reports on monthly and on quarterly basis to Finance department of MOPH , and MoF as well as Health system and Head of finance for the HSS projects.
• Prepare the project related financial reports to his supervisor to be shared with the Global Fund through the LFA,
• Participate in relevant meetings.
• Budget analysis of the projects proposed under health system strengthening grant.
• Provide technical support in financial issues for the departments involved in HSS grant implementation. Day to day strict follow up is required.
• Any other task given by GF HSS Finance Manager.
• The Finance Officer will be report to the Finance manager GF HSS at Development Budget Department.
• Confirmed , BBA or any relevant degree in finance and accounting (ACCA and CAT degrees are preferred)
• At least 1.5 (one and half years) experience in finance with Government of Afghanistan.
• At least 3 years working experience in finance and accounting field with Gov and Non Gov organizations or UN Agencies.
• Computer skills (Ms Word, Excel, Access). Knowledge of data base and Quick Book accounting software is preferred.
• Fluency and professional ability and skills of English language and local languages;
