Job Summary

Specific:
• Implement an Accounting System;
• Develop and implement a Financial Management System;
• Developing mechanisms for the use and control of State Budgets
• Open a Bank Account and develop and implement its management procedures
• Support the Autonomous Management Consultant on the implementation of the Sunshine Directive mechanism;
• User Fee implementation

Duties & Responsibilities

RESPONSIBILITY:
1 General:
• Assist the NGOs team in timely execution and follow up of its annual operational plan
• Develop his/her detailed annual work plan.
• Identify the changing needs and define priorities.
• Develop necessary procedure, guidelines and protocols within the assigned area.
• Assist in the process of continuing capacity building, mentoring and networking.
• Participate actively in the process of establishing the necessary coordination mechanisms
• Perform a comprehensive Training Need Assessment, develop training materials and conduct necessary workshops according to his/her technical area to hospital staff.
o Preparation of donor financial reports (budget expenditure details and, if requested by the donor, the necessary supporting documentation such as receipts, waybills, vouchers, etc)
o Design and application of budget control forms ( including supporting documentation)

Job Requirements

• Be an Afghan national
• Minimum 4 year experience in relevant area of expertise
• Master’s degree in Finance and Accounting Preferred .
• Knowledge and experience with project management.
• Be a team player—able to work with a wide variety of people in a positive manner toward a common goal.
• Ability to speak and write coherently and effectively in English.
• Proficient with computer application (MS Office).
