Job Summary

Under the overall guidance and supervision of the LOA Implementation Manager, the Financial Liquidation Specialist is responsible for preparation of the liquidation reports based on Quarterly action plans, a separate liquidation report should be prepared for all components units of IDLG under Central LOA support, as well as support in preparation of the liquidation reports of the provinces, as per rules and regulations of government of Afghanistan.

The Financial Liquidation Specialist will support the Implementation of the Sub-National governance policy in the field of sub financial management, and ensure that the specific goals, targets and benchmarks are to be achieved by concerned stakeholders, both at national and sub national level.

Duties & Responsibilities


The Financial Liquidation Specialist will fully support the implementation of the sub-national governance policy of the Government of Afghanistan in the field of Sub-national Financial Management;

Advocate the sub-national financial management policy amongst sectoral ministries and other concerned national and sub national entities so that they clearly understand and accept their expected roles and responsibilities in the implementation of the policy;

Undertake the day-to-day technical and administrative work of the central LOA as well as the provincial LOA\'s Planning and Finance and its Working Group in the field of sub-national financial management;

Support other sub-national policy reforms, particularly those pertaining to sub-national financial management through the clarification of roles, responsibilities, resourcing mechanisms and accountability at sub-national level;

Provide assistance to organizations and structures involved in policy implementation and monitoring, both internal and external to IDLG, to ensure that activities and outputs are aligned with the sub national financial management policy, and assist evaluation, review and adjust the policy in the light of implementation results

Work with relevant stakeholders in the process of reviewing relevant strategies and laws, so that they are consistent with the sub-national financial management policy;

Assists the LOA Implementaiton Manager in overall LOA expenditure management

Monitors expenditure against budget by use of monthly budget control statements and prepare financial forecasts/projections for LOA/activity implementation;

Ensures that necessary financial documentation associated with IDLG operations are maintained in accordance with UNDP/ASGP & IDLG/Government financial rules & procedures;

Prepares monthly and weekly work plan and reports as required by the Management

Works closely with and provides backstopping to the LOA Implementation Manager and Assists the LOA Implementaiton Manager in preparing of LOA accounts for internal and external financial audit;

Undertaking any other task delegated from time to time, as appropriate.

Job Requirements

Education:

Bachelor’s Degree in Accounting, Economics, Finance, Development Management, Financial management, Public Administration, Public Policy, or other related disciplines. CPA certificate strongly desirable.

Experience:

2 or 3 years of experience in Financial Management, preferably in government; and/or international organizations, with a good knowledge of public financial management at Afghan government agencies.

Effective communication, accounting and budgeting skills.

Ability to work both independently and as an effective team member

Ability to work in the complex environment.

Experience in the usage of computers and office software packages, experience in handling of Web based management systems.
Language Requirements:

Fluency in English, and national languages of the duty station (Pashto and Dari);

Excellent and proven English writing skills.
