The Gas Analyst will support the Director of Contract Finance in the Afghanistan Petroleum Authority to manage and audit hydrocarbons budgets. The Gas Analyst will be responsible for analyzing the monthly financial reports, comparing the results with the approved budgets, pointing out variances, and reporting the variances to the Director of Contract Finance. He/She will assist the Director of Contract Finance in conducting regional analysis on hydrocarbons markets, including cost analysis of crude and refined products, equipment costs and mobilization, and production costs from current and future oil & gas companies.
The Gas Analyst will be working in close collaboration with the Contract Management and Technical staff of the APA and relevant department in the MoM, MoF, MoCI, and other stakeholders. He/She will be expected to perform the following tasks:
Prepare weekly, monthly and quarterly financial reports, on contract status, in terms of accumulated expenditures and accumulated production and accumulated sales.
Assist the Director of Contract Finance in reviewing of the contractors’ annual work program and budget, in addition to the monthly reports submitted by the contractors.
Conduct regional analysis on hydrocarbons markets, including cost analysis of crude and refined products, equipment costs and mobilization, and production costs from current and future oil & gas companies.
Assist the Director of Contract Finance in calculating production, royalty, and other contract-related financial matters.
The successful candidate should have the following skills, experience and qualifications:
Bachelor’s degree in Finance, Accounting, or Business Management.
Master’s degree and Professional Certificates in Accounting will be a strong plus.
2 or more years of relevant work experience in finance and accounting sector.
Previous experience in the oil & gas industry strongly preferred.
Previous experience in procurement strongly preferred.
Strong English Required (written and oral communication skills); fluency in Dari and Pashto with proven writing skills in Dari or Pashto.
Proven track record in maintaining good work ethics, keeping files, and recording system.
Demonstrated knowledge of computers, producing reports and formal presentations in English; aware of the techniques and modern technological tools. Knowledge in MS Office Applications, specifically MS Excel is a MUST.
Maintains confidentiality of data and respects data dissemination policies.
Good networking and teamwork skills.
Able to work under pressure, and remotely manage subordinates.
The Position may require occasional travelling, both domestically and internationally.
