Job Summary

This position will be responsible for advancing gender as cross cutting issue across the Community Based Municipal Support Program (CB-MSP), Kabul Solidarity Programme (KSP) and other UN-Habitat programmes in Afghanistan. This position will also oversee activities of female community development councils. The Gender Advisor will be responsible for the following activities and outputs:

Duties & Responsibilities


Review the status of women’s CDC groups formed during the Urban Solidarity Program and proposes way and means to increase their effectiveness during the CB-MSP and KSP;

Cooperate with the program managers in the 5 cities of the CB-MSP/KSP, female and male social organizers to assure that gender issues are incorporated in all these components of CB-MSP and KSP;

Assist in the development and review of sub-projects of female CDCs and develop draft Community Implementation Agreements;

Oversee the development of training models for ensuring the respect and protection of women throughout the CB-MSP and KSP;

Coordinate the development of Community Action Plans of female CDCs;

Being cognizant that women should benefit for the CB-MSP and KSP suggest appropriate means and ways to assure that this is achieved by the program

Study and report about the contribution and participation of women in the CB-MSP and KSP;

Lead the development of gender awareness strategy that will consolidate the presence and service of women within UN-Habitat’s staff and projects;

Contribute to monthly reports how gender issues are being addressed by CB-MSP and KSP;

Represent UN-Habitat in women’s and gender related workshops, conferences and seminars offered by GoA, NGOs, donors and other organizations, reporting back to the agency and act as gender focal point of UN-Habitat;

Consult and collaborate with government departments, NGOs and donors with interest and project in women and gender issues;

Work closely with the Monitoring and Evaluation staff teams to assure that gender issues are incorporated in all their activities and support the development of visibility material on gender related issues;

Undertake missions to CDCs in Kabul and the other 4 cities of the CB-MSP to monitor the progress and problems encountered by women in female committees and CDCs;

Any other relevant duty assigned by the CB-MSP and KSP Project Manager or Country Representative of UN-Habitat within the scope of Gender empowerment.

Job Requirements

The Gender Advisor should have a university degree and at least 3 years of working experience, preferably with the United Nations or International NGOs. A good command of English, local languages – both written and oral is also necessary. He/she should also be familiar with Microsoft Office software. Good communication skills – both written and interpersonal will be essential, as most of the work will be done through a process of consultation at all levels. He/she should have the ability to advise a team of professional and support staff in the 5 cities.
