Under the broader framework of the Sustainable   Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting Afghan people’s aspiration for peace, prosperity, and sustainability through a flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. To support UN joint programming in the provision of basic human needs, a Special Trust Fund for Afghanistan (hereinafter referred as the Fund or STFA) was established on 20 October 2021.

The Fund serves as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the UN joint programmes initially developed using the ABADEI Strategy which was tied to the UN Transitional Engagement Framework (TEF). Future programming will be guided by the United Nations Strategic Framework for Afghanistan (UNSFA), a successor document to the TEF, which will serve as the strategic planning framework for the United Nations in Afghanistan. The Steering Committee is the decision making structure for the Fund while the Multi-Partner Trust Fund Office (MPTF Office) acts as the Administrative Agent. The Trust Fund Management Unit (TFMU) is the Fund Secretariat for STFA, responsible for the operational functioning of the Fund and provides technical and management support to the Steering Committee. The STFA is being strategically positioned to become part of the One UN Funding Framework from 2023 and will be directly supervised by the Resident Coordinator while UNDP will provide administrative support to the Secretariat, TFMU.


Job Summary

Under the direct supervision of the Human Rights Due Diligence Specialist, the Gender and Human Rights Analyst will (1) support implementation of gender dimensions in the joint UN programmes; (2) support implementation of human rights due diligence in joint UN programming; and (3) contribute to coordination, partnerships and knowledge building activities related to gender and human rights.

Duties & Responsibilities

The Gender and Human Rights Analyst will work under the direct supervision of the Human Rights Due Diligence Specialist. The Gender and Human Rights Analyst will also collaborate with the Programme management, Communications, as well as Monitoring and Evaluation teams in the TFMU. The Gender and Human Rights Analyst will also liaise with contributing donor agencies, international community, PUNOs, community groups, and civil society organizations, as applicable and relevant.

The duty station for the Gender and Human Rights Analyst is Kabul, Afghanistan, following the working hours and weekends as applicable to all UN staff in Afghanistan. The Coordination Specialist’s movement for meetings and consultations shall be coordinated by the UNDP and the TFMU. The Coordination Specialist is at all times required to observe UN security and rules and regulations as well as advisories in Kabul, Afghanistan and comply with UN MOSS.

UNDP Afghanistan is seeking a Gender and Human Rights Analyst who will be responsible for the following:

Support to implementation of gender dimensions in the joint UN programmes:


  • Provide technical assistance to conduct context-specific gender analysis and use the findings to inform the design and implementation of UN joint programme interventions.
  • Provide technical support in the design and implementation of gender responsive UN joint programme activities, emphasizing the role and leadership of women in programming.
  • Provide context-specific advice on gender issues, gender equality, gender-sensitive community planning, and women’s empowerment to the Participating UN Organizations (PUNOs).
  • Provide technical assistance for integration of a gender marker across the joint programme interventions serving women and girls, and to monitor the share of allocations serving women and girls.
  • Provide technical advice on engagement of local stakeholders in a manner that aims to reduce inequalities, mainstream gender equality principles and promote the dignity and rights of girls and women, in the context of the joint programme.
  • Performs other related duties as required.

Support to implementation of human rights due diligence in joint UN programming:


  • Support Participating UN Organizations in integrating a human-rights based approach in the design and implementation of joint programme interventions.
  • Communicate with PUNOs and thematic working groups on human rights related issues, including cases of violations, in the context of the joint UN programmes.
  • Support review of information related to allegations of human rights violations that would contribute to determine a certain level of risk of recurrence in the future, including by contributing to keeping updated risk assessment documents.
  • Assist in the conduct of consultations on human rights issues with PUNOs, human rights organizations, civil society organizations (CSOs) and other international actors and stakeholders on human rights promotion and protection.
  • Support preparation of briefings, analytical documents and substantively contribute to the production of various documentation and reports on human rights issues and concerns.
  • Performs other related duties as required.

Contribute to coordination, partnerships and knowledge building related to gender and human rights:


  • Engage in regular meetings with the Technical Coordination Working Group, PUNOs, donor representatives and other stakeholders (e.g. CSOs and NGOs) on gender related issues in the context of the joint programmes.
  • Engage in regular meetings with PUNOs, including but not limited to UNAMA and other Agencies, Funds and Programmes (AFPs), donor representatives, and other external actors on human rights related issues in the context of the joint programmes.
  • Monitor, analyze and synthesize significant amounts of information of relevance and make substantive recommendations on gender, human rights and conflict sensitive programme implementation.
  • Perform other duties within the functional profile as assigned and deemed necessary.

Job Requirements

Education:


  • Master’s degree in governance, Gender or Women’s Studies, International Affairs, International Law, Political Science, Development Studies or a related field is required. Or
  • Bachelor’s degree in combination with 2 additional years of qualifying experience will be given due consideration in lieu of master’s degree.


Experience:


  • With master’s two (2) years or bachelor’s four (4) years of work experience in gender and human rights programming, or related area is required.
  • Proven experience in supporting inter-agency collaboration in gender analysis is required.
  • Proven experience in using human-rights based approaches in the design and implementation of projects and programmes is required.
  • Prior experience in working with international organizations (UN agencies, INGOs) on gender and human rights in programme management is required.
  • Experience working in a conflict/post-conflict environment is desirable.
  • Previous experience in carrying out assessments, elaborating recommendations and solutions, designing and/or providing strategic guidance is desirable.
  • Previous experience of stakeholder engagement with local non-governmental organizations, civil society organizations and community-based groups is desirable.
  • Prior experience in multi-partner trust funds and/or joint programmes is desirable.

Required Languages:


  • Excellent written and oral English required.
  • Knowledge of the local language Dari and/or Pashto is required.
