Job Summary

The General Manager is responsible for the effective and efficient management of organizational operations. The role ensures smooth internal workflows, cost-effective logistics, compliance with organizational and legal standards, and high performance across operational functions. The General Manager leads strategic planning and ensures that resources (people, assets, systems) are well utilized to support overall organizational goals.

Duties & Responsibilities

A. Operations Planning and Oversight:

  • Develop, implement, and continuously improve general policies and processes.
  • Plan and oversee daily business operations to ensure smooth functioning across departments.
  • Coordinate operations with other departments such as HR, Finance, Programs, and Logistics.
  • Ensure that all internal processes are aligned with organizational goals.


B. Staff Supervision and Human Resource Support

  • Supervise and support operations staff, including office administrators, logistics staff, and facility workers.
  • Assist HR with workforce planning and recruitment processes.
  • Lead onboarding and training programs for new operations employees.
  • Monitor staff performance and support development through mentorship and coaching.


C. Procurement and Supply Chain Management

  • Oversee procurement processes in accordance with organizational and donor guidelines.
  • Ensure transparency and value-for-money in sourcing goods and services.
  • Maintain a supplier database and conduct regular supplier evaluations.
  • Oversee contracts, tenders, quotations, and purchase orders.

D. Logistics and Fleet Management

  • Ensure safe, efficient, and cost-effective transport services (vehicles, drivers, routing).
  • Manage maintenance schedules for company vehicles and ensure compliance with road regulations.
  • Support program logistics including travel, delivery of goods, and event coordination.


E. Facility and Asset Management

  • Manage office facilities and infrastructure, including equipment, utilities, repairs, and safety.
  • Maintain a centralized inventory of assets and conduct periodic physical audits.
  • Oversee office leases, renovations, and service contracts.
  • Ensure that security, hygiene, and maintenance standards are followed.


F. Financial and Budget Oversight

  • Contribute to the preparation of the annual general & operational budget.
  • Monitor expenditures to ensure budget compliance and cost efficiency.
  • Approve operational expenditures within assigned limits.
  • Generate and submit financial and general reports to senior management.


G. Compliance and Risk Management

  • Ensure adherence to national laws, internal policies, donor regulations, and health & safety standards.
  • Conduct periodic internal audits and general operation risk assessments.
  • Lead crisis preparedness planning and disaster response coordination.


H. IT & Information Systems Coordination

  • Liaise with IT service providers to ensure systems (email, software, and backups) function properly.
  • Ensure data protection and cybersecurity protocols are followed.
  • Support digital transformation and adoption of business automation tools.


Monitoring, Evaluation & Reporting

  • Establish KPIs and regularly assess general performance.
  • Provide monthly/quarterly operations reports including efficiency metrics, challenges, and improvements.
  • Recommend tools or strategies to optimize business processes.

Job Requirements

Master’s degree in Business Administration, Management, Logistics, or related field (preferred).

At least 8-10 years of progressive experience as General Manager.

Proven experience with logistics, procurement, facility management, and team leadership.

Experience working in NGO / private sector / public sector.



4. Required Skills and Competencies

  • Strong leadership and people management skills.
  • Excellent organizational, analytical, and decision-making abilities.
  • In-depth knowledge of procurement, logistics, inventory, and risk management.
  • Familiarity with financial reporting and budget management.
  • Fluent in Dari, Pashto & English (other language will be an asset) excellent written and verbal communication.
  • Proficiency in Microsoft Office Suite and ERP software (SAP, Oracle, etc.).

  • Asset inventory compliance rate
  • Number of operational incidents resolved per month
  • On-time reporting and budget usage efficiency


7. Other Requirements

  • Willingness to travel to field offices or project sites (if applicable).
  • Ability to work under pressure and handle multiple tasks.
  • High integrity, professionalism, and ethical conduct.
