Duties & Responsibilities

General Description/Background:

The GIS Technician will be responsible to provide technical assistance to the Survey department of DCDA and to provide technical support to the planning and other departments for the development of Kabul New City.


Roles and Responsibilities

The GIS Technician should be familiar with ESRI software (ArcGIS 9) in order to provide a wide range of support to the manager of survey and GIS. This support will include but not be limited to:

Geo-database design and implementation;

Reasonable knowledge of pictometry and World view satellite imaging

Carry out tasks assigned by management of Survey and GIS Department of DCDA.

Prepare project concept papers and technical reports.


Capability to convert cadastral maps into digital map with Arc GIS software.

Visiting the site to obtain GPS coordinates in both Dehsabz & Barikaab area.

Visit the site to [provide coordinates of the interested sites to other divisions and departments.

Ability to generate shape files in CAD for planning purposes

Able to integrate spatial and attribute data in a GIS environment and extract useful out puts.

Minimum Qualification and Experience Required

The incumbent must have at least:

At least 3 years work experience;

Excellent written and spoken English;

At least 2 year of working experience with ESRI Software(ArcGIS 9.x)

Excellent interpersonal skills;

Practical knowledge of computers including MS Office (Excel,Word,Access)

Technical school leveling certificate (Year 14) or Advanced Diploma/Degree or college degree. Bachelor of Science in Survey and GIS will be an asset.

Practical working knowledge of Geographical Information System;

Experience in the development of simple databases or Geodatabase;

Self motivated and good at trouble shooting;

Ability to perform effectively under pressure and with short deadlines;

Practicing patience and understanding feeling of others.

Reporting to the Survey and GIS Manager, the GIS Technician will work under the supervision of GIS Specialist and Survey and GIS Manager.

Ability to develop data base management systems for DCDA.

Competencies

Ability to work with a team in a multi-cultural environment, preferably working experience in GIS and Remote Sensing projects;

Able to demonstrate prior experience of working in an organized and proactive manner.

He/she should obtain the ability to priorities and perform demanding tasks against tight deadlines;

Commitment to new technology and specific skill in requested areas;

Results oriented, strong team player with outstanding interpersonal and coordination skills.

Other Essential Proficiencies:

Promote linkage between survey and GIS Department /DCDA and other DCDA technical departments.

Good communication and presentation skill.
