IRD/SIKA-East, Multi Location
The Grants and Subcontract Officer will report directly to the PMU Grants officer. The Grants and Subcontract Officer will assist with all grants and contracts duties, in close coordination with the PMU Grants Officer. Main responsibilities include:
Serve as District Subject matter expert for the administration and management of grant instruments
Provide training and support to District entities on grants Compliance including eligibility criteria rules and regulations.
Review and monitor all grants agreement for compliance, ensuring award terms and conditions are met before processing payment.
Train the proposed grant applicants and grantees on the grants application process, grant award negotiation, grants management, and grants monitoring and evaluation.
Work closely with M&E staff to insure grantee and beneficiary signatures on all required documents.
Assists in developing solicitations for grant applications, evaluation of applications, and determining appropriate type of grant instrument;
Establishes and maintains communication with subcontractors, sub grantees, and vendors to ensure smooth administration of sub instruments;
Reviews all sub grantee and subcontractor invoices for compliance with contractual terms and conditions;
Assists with uploading all required information into main compliance database;
Assists Program controls units and provides information as requested;
Collaborates with compliance audits; and
Work with the subject matter technical expert from engineering, capacity development and M&E to ensure grant terms and conditions are met and work is completed according to the specifications.
Common Duties:
Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.
Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.
Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.
Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
Perform other duties as requested by supervisor.
High school diploma required,
Bachelor’s degree preferred.
Working experience in grants, Sub-contracts, procurement, or a related field preferred.
Intermediate knowledge of Microsoft Office Suite Required
Ability of Writing, understanding and speaking in English Language Required
Ability and understanding of using FAR tools preferred
Mandatory:
The Applicants should currently live in mention district.
Travel Requirements:
Up to 90%.
