Duties & Responsibilities

1. Treasury and Cash Control. Initiate and monitor cash management and control policies, processes, and procedures specified by the Chief Financial Officer (CFO) of DABS. Enforce adherence to these policies, processes, and procedures to ensure that cash is controlled and protected and that proper information concerning the flow of cash is available.

2. Financial Accounting and Reporting. Initiate and monitor accounting and financial reporting policies, processes, and procedures specified by the Chief Financial Officer (CFO) of DABS. Enforce adherence to these policies, processes, and procedures to ensure that accurate financial information is available on a timely basis to allow Capital Hub and DABS management make informed business decisions.

3. Information Technology (IT) and Communication. Initiate, monitor and enforce policies, processes, and procedures in coordination with the DABS IT Director to ensure that the IT assets are properly planned, protected and utilized, including entering, safeguarding and distributing the information and data in those IT assets.

4. Human Resources (HR) and Training. Initiate, monitor, and enforce policies, processes, and procedures in coordination with the DABS HR Director to ensure that the personnel of the Capital Hub are properly recruited, compensated, assigned, and developed.

5. Vehicle Management and Maintenance. Initiate, monitor, and enforce policies, processes, and procedures in coordination with the DABS Director of Fleet and Transport Management to ensure that the vehicles and other equipment of the Capital Hub are properly acquired, safeguarded, and maintained.

6. Building Management and Maintenance. Initiate, monitor, and enforce policies, processes, and procedures in coordination with the DABS Director of Corporate Facilities Management to ensure that the buildings and civil works of the Capital Hub are properly acquired, safeguarded, and maintained.

7. Security. Initiate, monitor, and enforce policies, processes, and procedures in coordination with the DABS Director of Security and Safety to ensure that the all assets – physical and personnel – of the Capital Hub are properly safeguarded.

•Coordination. This position requires a very significant amount of coordination with counterparts at DABS Headquarters and with all other managers at the Capital Hub in order to ensure that the appropriate level of support is provided.

•Scope of Management Control Required. This position manages a very diverse group of administrative functions – all of which are essential to the successful operation of the business. This person must be a very strong manger with as broad a set of skills and knowledge of administrative functions as practical – including strong credentials in finance and accounting areas.

Job Requirements

•Education and Experience:

A universityï‚§ degree in accounting, finance, or business administration.
A minimum of 10ï‚§ years of progressively higher level experience in account, finance, and administrative functions in large complex organization. Preferably, some of this should be in the electrical utility industry, with broad exposure and working experience in many departments.
Experience in managing a number of peopleï‚§ in all levels and in diverse areas of responsibility.

•Knowledge and Skills:

Has extensive knowledge and skill in finance, accounting,ï‚§ personnel administration, and other administrative and business support activities.
Has basic knowledge of the theory and practice of electricï‚§ utility rate making and related analyses.
Demonstrate ability in managing aï‚§ large number of personnel involved in a diverse set of functions.
Effectiveï‚§ written and oral communication skills in Dari and Pashto required.
Effective written and oral communication skills in English preferredï‚§
Demonstrated skill in the use of computer technology, including Microsoftï‚§ Word, Excel, PowerPoint Outlook and Internet
Ability to think strategicallyï‚§ while maintaining a significant operational workload in a complex environment
Ability to implement performance management.ï‚§
