Job Summary

Support the bank in conversion process to Islamic banking, and ensure that all the units (Shariah audit, shariah review shariah advisory, shariah risk, shariah research, and shariah compliance) are functional as per bank policy procedure and DAB requirements, and assist the Shariah Board in the bank shariah related frameworks and polices with reference to Islamic law, guidelines and international shariah standard for Islamic banking.

Duties & Responsibilities

1) Act as the secretariat for Shariah Board.

2) Prepare Shariah audit plan and conduct Shariah Audit to ensure Shariah compliance.

3) Prepare Shariah review plan and conduct Shariah Review to ensure Shariah compliance.

4) Provide Shariah advisory role to the management in all aspect to ensure Shariah compliance.

5) Conduct Shariah training on Islamic finance, AAOIFI standards, product structure and Shariah compliance for the Bank’s staff.

6) Organize and conduct public awareness campaign for the Bank.

7) Conduct Shariah Research role and Assist in Shariah Risk Management role.

8) Act as the focal point for all communication between management and the Shariah Board and board of supervisor.

9) Act as the focal point for all communication with Da Afghanistan Bank (DAB).

10) Conduct market survey and research to monitor trends in demand and come up with new and innovative Shariah-compliant products.

11) Prepare concept paper, internal evaluation and business case for new product to management committee for approval.

12) Prepare product manual for endorsement of Shariah Board and Board of Supervisory (BoS).

13) Coordinate with relevant department e.g., IT and legal department to prepare system and legal documents for the new product.

14) Supervise the preparation of the Shariah training materials and collaborate with Learning and Development Department in designing and delivery of Islamic Banking and finance trainings. 

15) Perform all other functions, which are necessary for the conversation and further development of Islamic Banking and finance. 

Job Requirements

EDUCATION:

Having at least Master's degree in one of the following fields:


1) Shariah which includes the study in Usul-ul- Fiqh (the origin of Islamic law),

2) Fiqah and Shariah Law,

3) Fiqh-ul-Muamalat (Islamic Transaction/Commercial Law),



EXPERIENCE:

  • At least three years of experience in Islamic Banking operations or having five years teaching experience in Usul-ul-Fiqh or Fiqh-ul-Muamalat. 



CERTIFICATIONS:

  • Having Certified Shariah Advisor & Auditor (CSAA) or Certified Shariah Expert (CSE), AAOIFI fellowship certificate.
