To support its growing health portfolio, QRCS Afghanistan is recruiting an experienced Health Projects Coordinator to ensure the high-quality implementation of health programs, including primary health care, maternal and child health, health emergency responses, and community health initiatives.


Job Summary

Objective of the Position

The Health Projects Coordinator will be responsible for planning, coordinating, and overseeing the implementation of QRCS’s health-related projects across Afghanistan. The role requires a medical professional with strong project management skills and a solid understanding of humanitarian health programming in complex and insecure environments.


Duties & Responsibilities

Key Responsibilities

1. Project Planning and Implementation

  • Lead the planning, implementation, and coordination of health projects in alignment with QRCS strategy and donor requirements.
  • Develop detailed project implementation plans, including activities, budgets, timelines, and procurement schedules.
  • Ensure the effective delivery of health services in line with national protocols and international standards.
  • Supervise the timely execution of project activities and ensure quality service delivery.
  • Coordinate with health authorities, local NGOs, and community stakeholders.

2. Technical Leadership

  • Provide medical and technical oversight to ensure evidence-based and needs-driven health interventions.
  • Guide the design and review of health project proposals, concept notes, and technical reports.
  • Conduct health needs assessments and recommend appropriate interventions.
  • Ensure the integration of cross-cutting issues such as gender, protection, and community participation into health programming.

3. Monitoring, Evaluation, and Reporting

  • Design and implement M&E frameworks for health projects to track progress, outputs, and impact.
  • Conduct regular field visits to monitor program implementation, assess challenges, and recommend adjustments.
  • Prepare timely, high-quality project reports for internal and external stakeholders (donors, HQ, partners).

4. Human Resource Management

  • Supervise and support health project staff, including medical professionals and field teams.
  • Facilitate regular team meetings, training, and capacity-building sessions.
  • Promote a culture of performance, accountability, and continuous learning.

5. Financial Oversight

  • Monitor project budgets and ensure efficient use of resources in accordance with QRCS and donor guidelines.
  • Review financial reports and procurement plans in collaboration with the finance team.

6. Coordination and Representation

  • Represent QRCS at health coordination forums, clusters, and government meetings.
  • Strengthening engagement with the Ministry of Public Health and other key health stakeholders.
  • Collaborate with other QRCS sector coordinators for integrated programming.

7. Risk Management and Compliance

  • Identify risks to project delivery and develop mitigation strategies.
  • Ensure adherence to QRCS security protocols and health safety measures.
  • Guarantee compliance with QRCS systems (CMS, ERP) and national regulations.


Job Requirements

Qualifications and Experience

Education:

  • Doctor of Medicine (MD) or equivalent from a recognized medical faculty.
  • Master’s degree in public health, Health Project Management, or a related field is highly desirable.

Experience:

  • Minimum of 5 years of experience in coordinating or implementing health projects with international NGOs.
  • Demonstrated experience in primary health care, emergency health response, or reproductive/maternal health.
  • Experience working in Afghanistan or similar conflict-affected settings is preferred.

Languages:

  • Fluency in English (written and spoken) is required.
  • Knowledge of Arabic is an asset.
  • Fluency in Pashto and Dari (written and spoken) is mandatory.

Skills and Competencies:

  • Strong leadership and team coordination abilities.
  • Solid understanding of the humanitarian health landscape in Afghanistan.
  • Proficient in project cycle management, M&E, and budget oversight.
  • Excellent communication and stakeholder engagement skills.
  • Proficiency in Microsoft Office and health project management tools.

  • Detailed health project work plans and regular progress reports.
  • Timely and high-quality implementation of health activities.
  • Effective coordination with internal teams and external partners.

Compliance with donor requirements and QRCS internal procedures.
