Background:
We are currently seeking qualified candidates for the position of HMIS/DHIS-2 Specialist for an anticipated multiyear USAID National Health Technical Assistance Program in Afghanistan. The activity aims to improve health outcomes through improved utilization of high-impact, sustainable, accessible, and quality health and nutrition services across Afghanistan. The program will enhance the Afghan Ministry of Public Health’s capacity to support the health systems and policies required to provide high-quality services across Afghanistan and ultimately improve health outcomes among Afghans nationally.
This position is subject to project award and funding.
· To work with open source DHIS2 platforms in performing ETL and data warehousing.
· To assist MoPH staff in technical DHIS2 Issues.
. To perform ETL over national HMIS databases for requested required data.
· Keep the IHSAN Database system updated with the periodic data of HMIS.
· To liaise any data related issues with HMIS department of MoPH.
· Use DHIS2 and other Data visualization tool to visualize the trend of project performance.
· Coordinate any Data issue with Senior Database Manager and MoPH.
· Maintain a good filing system for all data related activities
· Keep track of workshop/meetings/training and filling the attendance for events
· Assist the M&E department with any data issues and reporting
· Assist with the data entry of AfghanInfo in USAID portal
· Assist with data entry in the database if required
· Establish good relationship with MoPH HMIS team
· Coordinate any database issues with DHIS2 team and HIMS team
· Backup data and ensure data quality.
· Report to Sr. Data Manager
Accountabilities:
· Provide assistance and recommendations on HMIS/DHIS 2 systems.
· Responsible for all HMIS/DHIS-2 day to day activities.
· Leads the development, implementation and training of staff in HMIS/DHIS-2.
· Provides recommendations for improvements with HMIS/DHIS-2 systems and takes corrective action.
· Works with staff to resolve HMIS/DHIS-2 Issues.
· Report to Senior Database Manager.
Applied Knowledge & Skills:
· Good knowledge of concepts, procedures, and practices with data and ArcGIS.
· Good oral and written communication skills.
· Good quantitative and analytical skills.
· Good computer skills.
· Ability to analyze and interpret GIS and other data, identify errors and prepare reports.
· Ability to influence, motivate and collaborate with others.
Education / Experience:
· Bachelor's Degree or its International Equivalent in Life Sciences or Related Field.
· Requires 5-7 years of HMIS/DHIS-2 and other database related experience.
· Proficiency in spreadsheet and other MS office software and other technology required.
· Able to communicate in a clear, positive manner with clients and staff.
· Must be able to read, write and speak fluent English.
· Prior work experience in a non- governmental organization (NGO).
