Ministry of Agriculture Irrigation and livestock (MAIL), Multi Location
The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities
Horticulture specialist will work under the direct supervision of the Project Coordinator and close collaboration of the technical team of core team
· Serve as mentor and master trainer to support extension workers, lead farmers in sedimentation of good horticultural practices to both men and women farmers. Participate in selection process of selecting suitable site for new orchard establishment with regional staff.
· Conduct field surveys and collect data required for designing the project interventions with relevant teams to include the horticulture activities and
· In conjunction with the Horticulture Coordinator provide technical advice on orchard management activities including pruning nutrition soil management IPM and other orchard activities.
· Develop and suggest measures for better market linkages with market players including exporters, intermediaries in the export markets, and importers of horticulture products in the major markets.
· Focus on improved horticultural practices and development of horticulture sector in rural Afghanistan and promote good agricultural practices
· Plan, promote and implement proper harvest and post-harvest practices as per nature of horticultural products
· Support in the selection of important varieties of and fruit crops for Agro processing and support the project manager in developing mechanisms for effective linkage among producers and processors
· Conduct need assessment on technical capacity of technical field staff and plan (oral and practical) need based capacity development sessions for technical staff
· Develop and facilitate/support conduction of horticulture training courses/modules for men, women and marginalized farmer groups, producers, farmers associations and MAIL’s staff or involved parties;
· Study the nature, scope and progress of organic farming with respect to horticulture and high valued crops and to suggest measures to promote such products in the regional and international market;
· Provide technical support for the establishment orchards and management of High density, medium density and conventional; pruning; preparation and combination of soil for plantation; irrigation management; making compost and vermi-compost exhibitions to enhance soil fertility; mulching; inter cropping; integrated pest management of high value crops (organic farming and control); and drought resistance seeds and crops
· This position is strongly focused on field work and it is expected the horticulture Officer will be pending at least 15 working days per month in the field to supervise monitor and manage the orchard and other technical sub-component activities including IPM.
· Horticulture Specialist will has responsible to provide monthly and quarterly regions reports and after crosscheck with supervisor he has responsible to share with M&E team.
· · The candidate will be required to travel or shifted to other regions temporarily for any assigned tasks.

The candidate must have Bachelor degree in Agriculture (Horticulture/ plant Science / agronomy) with at least 5 years of verifiable experience in the field of horticulture development and extension. Master degree holders with 3 years of experience will also be considered.
·Demonstrated skills in retrieving, gathering and obtaining information from various sources;
·Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
· Excellent report writing and communication, and facilitation, and interpersonal skills
Fluent in Dari and Pashtu both in writing and oral forms and good English language skill Previous working experience in the region and familiarity with the country situation will be highly desirable
