Afghanistan Payments Systems (APS), Multi Location
The primary responsibility of this position will be HR management and office administration of APS office under the direct supervision of the Head of Administration and Finance.
The HR & Admin officer is responsible for the HR management and administration of APS particularly with regards to overall developing policies, compliance to prevailing legislative laws of the country, APS operational guidelines and donor requirements.
HR, APS
Providing HR support, guidance and advice to colleagues and managers.
Advise management on resource planning and appropriate employment options.
Maintain an up to date framework of policies and procedures that enable the business to employ, engage, develop, and manage its people in accordance with the Organization’s values, and within Afghanistan employment law.
Enable managers and staff (including new starters) to understand and access these Policies and procedures as appropriate to their roles and responsibilities.
Developing HR practices and processes to ensure consistency.
Conducting job analysis and writing job descriptions as required.
Responsible for the recruitment, selection and interviewing process.
Drafting offers letters, employment contracts, transfer, and promotion letters.
Develop, coordinate and deliver training modules as required.
Advising on change and improvements within the organization.
Ensuring all HR administrative records are updated and maintained.
Developing, implementing and maintaining a functional and professional HR database.
Coordinate and conducting performance appraisals for employees on completion of their probations and annual appraisals.
Advising managers on staff development.
Preparing monthly payroll & Final payments/settlements.
In charge of the disciplinary, grievance and redundancy processes.
Maintain high standards of health & safety according to Company policy and procedure.
Responsible for individual work events i.e. unpaid, maternity, suspensions etc.
Other duties assigned by the supervisor.
Administration, APS
Responsible for all matters related to administration.
Make arrangements for meetings, trainings and workshops as requested
Ensure registration requirements are kept current at all times and files statutory returns and renewals.
Manage leases to make sure they are current and amendments are processed as required.
Maintain administration files.
Tight control on fixed assets.
Prepare internal and external correspondence as requested
Monitor staff’s daily attendance records and report anomalies to the management at the end of the month.
Drafting official letters and Memos in local languages and in English and responsible for their tracking.
Responsible for taking the meeting minutes and distribute accordingly among the participants
Responsible for procurement procedures of APS
Responsible for office maintenance
Responsible for the supervision of guards and other office workers.
Responsible for checking the log books for generators and vehicles.
Carry out any other tasks as assigned by the supervisor
Minimum of a bachelor’s degree in business administration, Public administration or related and 3 years of relevant work experience
Minimum of 2 years’ experience working in administration and HR for development programs with reputable organizations.
Experience with World Bank is a plus.
Knowledge of MS Office.
