About IDLG

Job Summary

Manage and lead all administration and HR activities and maintain record (soft and hard) of all ministration and HR related documents and data;

Duties & Responsibilities


Develop HRM policies, procedures and system based on existing government laws and policies and international best practices;

Develop system to maintain and record all HR and employment data (soft and hard) and produce HR report when required;

Implement new HRM policies, procedures and system as pilot in General Directorate of Human Resources and then roll-out to central office of IDLG and provide the required orientation and training to related staff;

Manage and prepare ToRs, personnel contract and vacancies for IDLG’s programmes staff when required and announce in the related websites.

Lead the overall process of recruitment and recruit qualified staff for IDLG programmes as required;

Manage and lead the preparation of relevant documentation for administrative and HR activities and follow up on the implementation of the decisions of all personnel-related issues;

Improve delivery capacity of the administration and HR staff through training sessions/workshops in accordance with the training needs of the IDLG’s staff at the center and provinces;

Manage and coordinate HR and administrative activities with related stakeholders;

Develop administrative procedures and guidelines for effective management of administration activities of GDHR;

Undertake capacity assessment of the programmes personnel;

Other duties as required by General Director of Human Resources.

Job Requirements

The successful candidate should have the following skills, experience and qualifications:

Bachelor’s degree in Business Administration, Public Administration, Human Resources Management or any other relevant education, master degree is an asset.

Two (3) years experience in HRM positions, preferably in government; and

Outstanding skill of English language and ability of running Computer office package.

Strong written and oral communication skills in Dari, Pashto and English.

At least 3 years of work experience in the related fields

Ability to work in the complex environment.

Effective communication, supervisory, team management and Coordination skills.

Ability to work both independently and as an effective team member

Practical knowledge of HR Management and adaptable behavior

Good Knowledge in Human Resource Management
