Job Summary

The purpose of the HR & Admin Manager role is to ensure the implementation of the Plan Future Institute (PFI) & other partnering companies i.e. BAP Group HR Management and Administration Policies, Procedures and Tools in Kabul, Afghanistan and in regional Offices in the future.


The HR & Admin Manager will advise and guide managers on HR issues related to the Global HR Handbook, procedures and Afghanistan labor law. The HR & Admin Manager will also be responsible for supporting other areas and the team when needed e.g. administrative & correspondences, communicating with clients, proposal & concept drafting, trainings as well as procurement & supply documentation.


Duties & Responsibilities


Generic responsibilities


  • Implement PFI’s systems and procedures at all levels. 
  • Ensure adherence to PFI policies, handbooks, guidelines and donor requirements. 
  • Prepare and submit reports and analysis.  
  • Ensure proper filing of all support documents. 
  • Ensure adherence to PFI policies and the national labor law in all processes and procedures.
  • Advice in personnel conflicts/processes when relevant.
  • Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  • Coordinate with relevant partners, suppliers, authorities, lawyers etc.
  • Ensure accuracy of staff salaries
  • Ensure that staff records in all offices in the area are up to date and filed appropriately.


Specific Responsibilities


Head Hunting & System Development  


  • It is important that the HR Manager will have a good understanding of the employment market in Afghanistan.
  • Based on the market knowledge and networks he/she has, the manager will have ability to find best talent available in the market.
  • Will have to suggest competitive monetary and other benefits to the candidates of the job.
  • To keep and maintain a friendly environment where every employee, freelancer or other contract based staff will feel ownership and ultimate responsibility.   
  • To support HR consultants/Department in developing & upgrading policy manuals for HR & Administration.
  • To generate and maintain an environment where staff can see their benefits and jobs security.
  • To continuously improve and promote employees by suggesting and providing relevant trainings/on job trainings.
  • To establish an HR system with KPIs and year end appraisals.  


Day to day HR Functions


  • Conduct transparent, fair, and open recruitments all grades according to PFI procedures.
  • Review job descriptions in collaboration with relevant managers/Departments to ensure that all the essential job functions and position required are well captured.
  • Post new job vacancies in national job portals & social media and coordinate with the portals.
  • Ensure the widest circulation of PFI job vacancies in Afghanistan to find potential candidates.
  • Review the list of applicants, prepare a longlist for the department to shortlist
  • Review the shortlist to ensure that candidates selected meet the essential criteria
  • Invite candidates for written tests and oral interviews
  • Assign staffs to supervise the written tests and review the written test papers marked by the departments to assure accuracy.
  • Ensure that recruitment panels sign the Recruitment Certificate of Non-disclosure and Personal Interest
  • Conduct reference checks for job candidates
  • Proper record keeping of recruitment files
  • Interpreting, assisting and advising employees and managers regarding HR polices e.g. leave management and benefit administration.
  • Focal point person for the grievance, complaints and code of conduct handling.
  • Maintain trackers and records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and attendance and absenteeism rates.
  • Responsible for the confidential filing and archiving of all personnel files. Periodically checks files to ensure all missing documents are provided, securely keep in both hard and soft copy in line with PFI filing key. Takes keen interest in securing proof of life forms from all staff for secure storage as per PFI guidelines.
  • Transparently manage the HRMIS Database. Input employee details, allocate resource numbers and continuously update to ensure the staff establishment is accurate for payroll and reporting purposes and report it to CEO on regular basis.   
  • Preparation of relevant HR documentation e.g. contracts, end of probation/confirmation letters, monthly reports, certificates, letters, and prepare new staff packs
  • Ensuring the exit/employee separation checklist is fully completed in accordance with PFI SOPs. Notices are timely served, PFI and employee obligations fulfilled, exit interviews documented, clearance and handover documented and final payments done.
  • Supporting and maintaining payroll, withholding tax and other related responsibilities.
  • Any other duties assigned.

 

Administration


  • Carry out Admin-related operational/control tasks including correspondence to Government and other agencies as required.
  • Proper management of PFI working station.
  • Finalizing lunch menu and monthly price for lunch in consultation with all staff and ensure that all staff have paid their monthly payments.
  • Prepare recurring reports as scheduled and special reports to provincial Directorate of line Ministries as required.
  • Ensure timely provision of office space, desk and accommodation for incoming staff.
  • Take charge of assets such as office furniture, fitting, building and equipment.





Job Requirements

Professional competencies:


  • A Bachelor's degree or equivalent in Human Resources Management, Business Administration, Organization Development, Organization psychology or related field.
  • A minimum of 3 to 5 years of progressive leadership experience in Human Resources positions in INGOs, Government & Large Companies.
  • Specialized training in employment law, compensation, organizational planning, organization development, or employee relations is an advantage.
  • Ability and willingness to travel throughout Afghanistan & foreign trips, if any.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal & knowledge of the local languages Pashto & Dari is essential.
  • Able to establish and maintain healthy working relationships with staff in course of work.
  • Medium proficiency in Microsoft Excel, Word, Outlook, and Internet Explorer.
  • Able to deliver effective results, meet tight deadlines and targets.
  • Good judgment and decision-making skills.
  • Experience with start-up.
