The Human Resources Manager will support the implementation of HR Policies and Procedures.
• The HR Manager will assist the MOM in reviewing a HR policy and strategically integrating HR practices and programs into the daily operation.
• Organize the time-table of the teams.
• The HR Manager will pay attention to maximizing the MOM’s performance of works in the area of human resources by using ‘best practices’ in the HR field.
• Coordinate the development and implementation of a personnel performance management system and closely monitor the implementation of Mes Aynak Archeological Project performance management system.
• Develop Mes Aynak Archeological Project HR manuals
• Identify weaknesses or “gaps’ in existing administrative processes and procedures and make recommendations for improvements
• Insure that the Mes Aynak Archeological Project remains in compliance of all Government of Afghanistan requirements regarding labor laws and labor contracts.
• Preparing relevant correspondence to meet exiting programs requirements of Ministries and foreign organizations.
• Responsible for all Mes Aynak Archeological Project Administration and HR activities.
• Insure the efficient identification of all requirements for office supplies and coordinate the acquisition of such needs with the relevant office staff.
• Undertake additional tasks and responsibilities as requested by the client’s coordinator.
• At least Bachelor in Administration/ HR or other relevant field.
• 3-5 years of related experience.
• Demonstrated written and oral communications skills
• Proficiency in the use of Microsoft Office Suite
• Project management skills gained from experience managing multiple projects
• Previous experience building internal HR policies.
• Previous experience conducting assessments and drafting reports
• Experience working on World Bank/USAID or other international donor funded projects in Afghanistan is highly desirable.
• Proficiency in MS Office Suite programs
• Excellent English/Pashto/Dari skills in writing, reading and speaking are must.
• Strong Communication and interpersonal skills.
• Good Planning, Organizing, management and leadership skills
• .Ability to work independently.
• Flexibility in working hours.
The manager will be selected in accordance with the procedures set out in the World Bank’s Section V of Guidelines: Selection and Employment of Managers by World Bank Borrowers (revised October 2006).
