Job Summary

JOB PURPOSE
Plan, Implement and Document all HR activities relating to Recruitment, Hiring, Dismissal, Payroll, Employee Data Base, Salary, Benefits, Trainings and other HR Requirements

Duties & Responsibilities

KEY ACCOUNTABILITIES

To provides advice and assistance to supervisors and staff. This may include information on training needs and opportunities, job descriptions, performance reviews

Organize interview process, ensuring selection and preparation of interview committee, receiving of interviewees, follow-up with interviewees, required documentation.

Implement hiring process: Help, conduct, document and verify references in consultation with hiring manager ensure job contract and all HR/administrative documentation for personnel file is complete; prepare payroll and submit to Finance on due date.

Initiate recruitment processes, ensure of approved documentation, advertise new posts on ACBAR webpage, and organize short-listing process.

Ensure timesheets are received on time, Maintain and update employee information database, Leave records (annual and special leave), and benefits: transport allowances, medical coverage, Eid bonuses, annual pay raises, special performance awards and central HR files.

Support implementation of all HR policies and procedures strictly and Monitor terminations to ensure compliance with policies and with Afghan labour law, and ensure exit interviews are completed.

Ensure that all HR documentation is completed and filed, and that personnel records are complete and kept confidential.

Conduct new employee orientation according to annual schedule and process their work permit immediately.

Help with HR Manager on reviews of compensation if needed.

Listening to grievances and implementing disciplinary procedures;

Planning and sometimes delivering training, including inductions for new staff; and creation of alert system for the contracts.

Analyzing training needs in conjunction with departmental managers.

Conduct exit interviews to identify reasons for employee termination

Review and update annual appraisal forms for staff members.

Manage the probation review system, contract extension matters as necessary for staff members in timely and effective manner.

Other duties as directed.

Ensure the effective and efficient use of all SC Afghanistan resources in order to keep costs low and ensure safety in the workplace.

Comply with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.

Provide backup to other sub-offices’ HR responsible colleagues as requested.

Job Requirements

PERSON SPECIFICATION

Minimum High School qualification, University Degree will be an advantage

Minimum 3 years working experience in HR/Admin,

Knowledge of computer operating systems especially good skills in operating spreadsheet.

Ability to work independently and under pressure

Ability to work as a team member, demonstrating patience, flexibility, and to manage priorities

Good understanding of office procedures

Good interpersonal relationships with people from different origins

Fluent in English, Dari or Pashto.

A commitment to the values and principles of SC,

High level of commitment to the principles of development and to the organizational and programmatic goals of Save the Children
