Job Summary

The HR Officer Payroll works under the supervision of the Senior HR Manager and is responsible for reviewing of the whole project monthly time sheets process for the payroll. He/she will also give support to other recruiters for SIKA-E.

The HR Officer Payroll will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

Duties & Responsibilities


Prepare and maintain local staff employement agreements and receive time sheet for all local employees in Kabul and provincial offices.

Trains new employees on timesheets filling and completion process

Ensures completion of timesheet in a timely manner and according the company policy

Ensure all time sheets copies taken before submission to finance department

Responsible for the local staff leaves tracking and reporting on monthly basis to the department managers/directors.

Responsible for the staff leave verification before they go on leave

Assist in maintains and updates employee personal files as needed

Point of contact for any payroll relevant questions and concerns

Follow up on the staff 3 months and annual evaluation with each department

Checking and reviewing of the approved annual evaluation of the staff and take action according the supervisor comments and recommendation.

Responsible to make the new employee TIN form to request TIN number from custom department on timely manner and follow up with the custom department for the requested TIN list.

To send all received TIN numbers to each employee and record all TIN numbers in an excel sheet and file.

Assist the recruiters in terms of HR paperwork collection from the selected candidates.

Assist the recruiters in the interview process as per request

Any other duties will be assigned by your supervisor in relate to the department activity.
Common Duties:

Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


3 years of relevant experience in processing payroll and time sheet

Bachelors Degree in HR Administration or Accountant

USAID funded project experience or an INGOs preferred

Excellent written and oral English language skills as well as Dari and Pashto

To have good computer knowledge on financial perspective

Ability work under pressure and long hours as per request
