Under the direct supervision of Program Manager of Afghanistan Personnel and Pay System project (APPS) the HR Subject Matter Expert will have the opportunity to work closely with our business leaders to provide advice in the areas of recruitment, selection, performance management, compensation, and employee relations, training and development. As HR Subject Matter Expert you will be the point of contact for all matters relating to Human Resources for Afghanistan Personnel and Pay System project (APPS). You will be responsible for guiding our managers and our employees by providing tools and coaching in order for them to focus on their development and achieve their goals.
The HR Subject Matter Expert helps to provide a key HR service to the Afghanistan Personnel and Pay System project (APPS) and as a whole ensuring that high standards are adopted within all elements of HR system of the company.
The role will be to provide front-line support on HR generalist areas and act as a subject matter expert on current and changing employee relations legislation, managing case work through advising best practice on all employee relations queries, providing day-to-day employee and management advice, working closely with Program Manager of Afghanistan Personnel and Pay System project (APPS) on all aspects of employee relations relating to performance management, absence management, consultations, investigations, disciplinary, grievances and appeals.
The HR Subject Matter Expert will be working as a Lead Advisor to the Afghanistan Personnel and Pay System (APPS) project with regular coordination on HR policies, procedures, rules, regulations and guidelines of the two client ministries of Interior Affairs MoI and Defense MoD.
The HR Subject Matter Expert will provide consultation for research, review and development of HR policies, procedures and guidelines in the client ministries of Interior Affairs MoI and Defense MoD.
The HR Subject Matter Expert will be holistically or partially included in the Afghanistan Personnel and Pay System (APPS) and Afghanistan Human Resource Information Management System (AHRIMS) as part of the HR systems of the relevant ministries.
The HR Subject Matter Expert will serve as a lead advisor for the change management revision, review, development and implementation of the existing and new HR policies, procedures and rules in line ministries with enforced laws and regulations of Afghanistan and other applicable codes of the relevant ministries for the automation and simplification of Afghanistan Personnel and Pay System (APPS) and Afghanistan Human Resource Information Management System (AHRIMS).
The HR Subject Matter Expert will be developing and putting into place strategies for the attraction, mobilization, and retention of talent, as well as succession planning.
The HR Subject Matter Expert will be responsible for establishing a trusting relationship with managers in our different departments in order to ensure an effective selection and recruitment process for all job levels.
The HR Subject Matter Expert will assist in guiding the HR department in the optimization of the performance of their teams and contributing to the continued improvement of their leadership skills.
The HR Subject Matter Expert will be putting your communication talents into play by sensitizing your management teams about the issues surrounding Human Resources, and guiding them in creating HR programs while taking into account their concerns when it comes to the development of new tools.
Acting as a pillar and supporting your colleagues when managing change in the line ministries.
The HR Subject Matter Expert will be offering advice and expertise relating to health, safety, and the well-being of employees in the two client ministries.
The HR Subject Matter Expert will provide advice and coaching to leaders on employee engagement, performance management, professional development plans, discipline, and terminations.
Support leader on-boarding, coaching and feedback through utilization of leadership development principles.
The HR Subject Matter Expert will partner with leaders on compensation decisions including hires, changes in roles, merit, talent rating calibration activities, and compensation structure changes.
Interpretation and implementation of relevant employment practices
First point of contact for all HR queries, concerns and advises.
The HR Subject Matter Expert will work closely with HR colleagues across the business to monitor, review and update all policies in line with current legislation and best practices.
Provide an advisory service to employees ensuring that they are fully aware of their rights and entitlements.
Manage staff relationships, promptly respond to queries and manage expectations.
Ensure Human Resources matters are handled fairly and consistently in line with legal and company requirements.
Support the HR Manager with grievance, disciplinary and capability investigations and hearings.
Support and develop recruitment campaigns.
Help to drive organizational performance by driving core business objectives.
Work in partnership with line managers on performance management, employee relations, resourcing and staff management/development.
Helps HR department in design and development, implementation and execution of employee training and organization development.
Advises HR department in finding out effective and efficient methods of recruitment.
Advises the HR department in designing, developing and implementations of reward and recognition management system.
Help HR department in design, development and implementation of succession planning activities.
Any other relevant task assigned by the relevant supervisor.
Master’s degree in human resource management with at least 3 years relevant experience in HR and advisory positions with international NGOs.
Bachelor’s degree in human resource management with at least five years relevant experience in HR and advisory positions with international NGOs.
Good analytical and problem solving skills.

Ability to deal with difficult callers.
Logical thinker.
Up-to-date technical knowledge.
An in depth understanding of the software and equipment that clients/employees are using.
