Job Summary

Silsilla Consultancy Company is seeking a capable and qualified individual with extensive experience in the area of finance and budgeting. The duty and responsibilities are, but not restricted to:

Duties & Responsibilities

In-depth knowledge of human and material resource policies of MoI and of the Afghan government,

Familiarity with civil service laws and policies

Understand human resource structure and functions in government institutions

Familiarity with current projects and funding mechanisms aiming to support MoI

Understanding of MoI strategies, objectives and 10 years strategic vision

Experience of functions assessment of different departments of the ministries and recommending clear division of responsibilities

Familiarity with the international community policies and frameworks

Prior experience with international organizations, United Nation agencies and Government sector

Ability to work with Afghan and International consultants

Knowledge of Kabul Process, Chicago Declaration, Tokyo Mutual Accountability Framework, Afghanistan National Development Strategy (ANDS) and other processes

Job Requirements

Bachelor or Master degree in Human Resource management public administration, political Science or international relations

3 to 5 years of experience in the human resource sector or involved in development of HR policies

Previous project evaluation and human resource development policies experience

Strong written and communication skills in English

Leadership, communication management, and presentation skills are required

Strong analytical skills are required
