Job Summary

Technical Assistance Unit (TAU), Ministry of Economy (MOEC) of the Government of Islamic Republic of Afghanistan seeks to hire a qualified individual consultant to provide consultancy and managing services to the ARIANA AFGHAN AIRLINES.
Providing a comprehensive and pragmatic HR advice and support to manager, employees and partners in line within organizational policies, procedures and legal requirements.

To ensure that ARIANA AFGHAN AIRLINES Human Resource (HR) system is standardized and work on professional and accepted manner.

Duties & Responsibilities

1. Providing advice and assistance to management and staff on human resources policies, procedures, and enterprise agreements.
2. Conduction job evaluations.
3. Advising managers on recruitment and selection strategies.
4. Coordinating appointment process for successful applicants including the preparation of appointment letters.
5. Negotiating terms and conditions of employment with staff.
6. Providing advice and playing a major role in work area reviews and change processes.
7. Ensuring that the HR information system data is updated and maintained accurately.
8. Consulting on issues related to workplace relations and performance management.
9. Write and present information briefings over a wide range of HR related topics.
10. Advising on staff development.
11. Providing technical inputs for the HR staff for their capacity development and self improvements.
12. Closely work with HR staff in order to create a professional HR policy for Ariana Afghan Airlines.
13. Work in partnership with line directors/managers on performance managements, and employee relations.
14. Develop Terms of references (TORs) for all technical and non technical staff.
15. Work on Arian Afghan Airline’s organization chart “TASHKEEL” based on need.
16. Work on organization standard salary scale in order to have a standard TASHKEEL with salary scale.
17. Provide on the job training for HR staff.
18. Perform other duties as may be assigned.

Job Requirements


Minimum bachelor degree in Business Administration, Economics, or Public Administration. (Master will be preferable)

A minimum of 5 years relevant experience.

Pashtu, Dari, and English languages fluency required.

Knowledge of relevant HR policies and procedures and best practice on recruitment and selection.

Ability to use of a HR information system including, accessing, inputting, and compiling data

Have the verbal communication skills to communicate with a diverse client group

Have the ability to research, analyze and reason logically and effectively within tight and conflicting timeframes

Experience in leading and working effectively in teams

Experience supervising staff and assuming responsibility for workload allocation, identifying development needs and performance planning and feedback

Experience in providing advice and support to senior managers on strategic matters

Ability to support and control multiple activities and conflicting priorities

Experience working in highly-demanding and culturally sensitive environment.

Strong analytical with excellent presentation skills.

Strong communication, delegation and interpersonal skills.

Strong computer literacy and easy to operate MS office package.
Policy making and Human Resources.
