Job Summary

Incumbent provides full personnel services support to all FSN employees, Direct Hire, Personal Services Agreement employees for State and all other agencies at Post(except USAID). Serves as resident expert and ensures all aspects of the LE Staff Compensation Plan and the Staff Performance and Evaluation Program are properly followed and administered. Ensures the WebPASS database for LE staff (approximately 700 employees) is accurate and up-to-date at all times.

Duties & Responsibilities

Job Requirements

VA 17-035 – Full Performance Level:
1. EDUCATION: University degree in B.A. or B.sc in HR, Business, International Relations, or Organization Development is required.

3. LANGUAGE: Level III English and Level IV Dari.
4. SKILLS AND ABILITIES: Excellent interpersonal, communication, team work, & presentation skills are required. Ability to communicate effective & maintain rapport with all level of employees is required. Excellent drafting ability in English required for drafting letters, guidelines, etc. is required. Mathematical aptitude, accuracy and thoroughness in all details are required. Keen attention to detail is required. Excellent computer skills-Word, EXCEL, power point; plus the ability to quickly learn various on-line HR systems is required.
5. JOB KNOWLEDGE: Good knowledge and understanding of human resources principles practices, and customer orientation is required. Ability to quickly learn USG regulations and procedures detailed in 3FAM, 3FAH, the Personnel Officers Handbook and several Admin. Instructions. General knowledge of the organization and human resources policies of various USG agencies in the Mission.
