Job Summary

Gulbahar General Trading Ltd. is seeking to hire an experienced and highly motivated Human Resources (HR) Manager to lead and manage all HR-related functions. The successful candidate will be responsible for overseeing internal HR processes and also managing external legal, compliance, and licensing matters with relevant government entities.

Duties & Responsibilities

Human Resource Management:

  • Manage the full HR lifecycle: recruitment, onboarding, contracts, performance evaluations, and exits.
  • Ensure HR policies and procedures are developed, implemented, and regularly updated in line with company goals.
  • Promote a professional, inclusive, and productive workplace environment.
  • Address staff behavior, discipline, and code of conduct issues sensitively and in line with internal protocols.
  • Implement best practices in time management and office culture to boost efficiency and morale.

 

Office & Team Culture:

  • Foster a respectful, motivating, and collaborative work environment.
  • Lead efforts to maintain workplace discipline and professionalism.

 

Legal, Compliance, and External Affairs:

  • Oversee company compliance with labor laws, business licensing, and regulatory requirements.
  • Act as the primary liaison with government offices on HR and legal matters.
  • Ensure all company operations meet legal standards and manage documentation for renewals, registrations, and inspections.
  • Monitor changes in local labor laws and update company practices accordingly.

Job Requirements

  • Bachelor's degree in HR, Business Administration, Law, or related field (Master’s preferred).
  • Minimum 5 years of professional HR management experience—preferably with a general trading or large private company.
  • Proven ability in policy development, conflict resolution, and workplace culture building.
  • Strong understanding of Afghan labor laws, government procedures, and compliance requirements.
  • Excellent interpersonal, communication, and negotiation skills.
  • Fluency in Dari, Pashto, and English (spoken and written).


Education:

  • Bachelor's degree in HR, Business Administration, Law, or related field (Master’s preferred).
