The Human Resource Specialist will be directly supervised and responsible to the HR General Manager.
The Senior Human Resource Officer is authorized to carry out all the HRM related tasks and follow up as per its assigned plan with all Departments, Provincial offices.
The Human Resources Specialist will work under the direct supervision and guidance of the General Manager of the Human Resources Management Unit (HRMU) and serve as the focal point for the GPE Program Coordination Unit facilitating the recruitment of staff under the GPE Program.
The Human Resources Specialist, in close coordination with the GPE Program Coordination Unit, will be responsible to;
1. Development and delivery of core HRM services including, recruitment, induction, training and development, employee and organizational relations;
2. Design, develop and update guidelines, structures, systems, processes that facilitate effective and efficient recruitment service delivery;
3. Develop recruitment plans with clear-cut timelines;
4. Communicate policies, strategies and plans throughout the hierarchy;
5. Implement the recruitment process (announcing the vacancies, doing the short listing of the applicants, conducting the tests and interviews, giving Offer Letter and introduction letters).
6. Over all Contracts management (prepare contracts, amendments and extensions).
7. Establish an effective, responsive and reliable HR system for the GPE Program;
8. Supervise, monitoring and preparing the weekly and monthly plans and to the HR.
9. Supervise provincial and district level recruitment processes;
10. Monitor recruitment compliance with strategies, plans processes and mechanisms;
11. Provide guidance and counseling on performance management initiatives; and developing, coordinating, and implementing workforce development.
12. Oversees and initiate key performance measures into performance appraisal system.
13. Analyzes and reports on measurement results.
14. Provides ongoing oversight and support to ensure that performance measures are being used to effectively manage operations, identify and manage risks, and effect organizational change.
15. Develops and conducts presentations and training to management and staff on the performance appraisal status of GPE Employees.
16. Provides training to all levels of staff on performance management systems.
17. Develops a strategy for knowledge transfer activities, to include planning, implementation, and training.
18. Ensure that the performance assessment data are entered in the HRMIS database and updated.
19. Perform any other duties and tasks assigned by HRMU General Manager.
Reporting:
The Human Resource Specialist will be based at the Human Resources Management Unit (HRMU) of the Ministry of Education and report to the General Manager of HRMU and HR Coordinator of the GPEU, and through the HR Coordinator, to the GPE Program Coordination Unit.
Education/Experience/Language/Skills
Must have Masters or Bachelor’s Degree in HR Management, General Management, Public Administration or any other relevant degree.
Must have at least (Master Degree with 3 years or Bachelor Degree with 5 years) of relevant working experience with International, Local and Government agencies.
Must have excellent interpersonal and communication skills
Must have the ability to work collaboratively with colleagues to achieve the organizational goals
Must be able to work independently and as a team member
Must have the ability to work with individuals and teams in completing tasks that are urgent, high priority and sensitive, and ability to deliver high quality work on tight timelines
Must be result oriented individual with focus on results
Must be able to communicate (both written and oral) effectively in English, Pashto and Dari languages
Excellent interpersonal, communication, team work, & presentation skills are required. Ability to communicate effective & maintain rapport with all level of employees is required. Excellent computer skills-Word, EXCEL, power point; plus the ability to quickly learn various on reporting systems is required.
