Duties & Responsibilities

Support the Humanitarian Program (HP) Manager in identifying areas for assessment and response;
• Participate in assessments of humanitarian needs and identifying IRC response to meet these needs;
• Assist the Community Mobilizer/Hygiene Promoter in engaging the support of communities and ensuring activities are participatory and meet the priorities of target groups, in particular vulnerable groups;
• Play a lead role in delivering assistance to communities under the guidance of the Humanitarian Program Manager – including selecting beneficiaries, distribution of tokens to selected beneficiaries, managing the preparation and delivery of NFIs – ensuring they meet beneficiary needs, supporting the delivery of water and sanitation interventions with the HP EH Officer;
• Ensure activities are delivered in a timely manner and adhere to SPHERE and relevant GoIRA standards;
• Participate robust and timely monitoring during interventions and follow up monitoring. Ensure accurate records are kept of all interventions;
• Support coordination with UN agencies, donors, Government technical agencies and line ministries and other credible emergency response actors
• Support the capacity development of IRC partners. In particular ensure a close working relationship and ongoing capacity building with counterpart partner staff;
• Support the HP Manager in ensuring that appropriate items are procured and stocked to allow swift and appropriate responses to be delivered;
• Take a creative and proactive approach in identifying opportunities to deliver humanitarian assistance in target communities.

Job Requirements

At least three years of experience working with NGOs or development agencies in humanitarian response with experience of hygiene promotion and water and sanitation programming;
• Experience in mobilizing communities and engaging volunteers.
• Good interpersonal and good communication skills
• Field background and experience – ideally in emergency distribution programs
• Ability to read and write in XXX
• Assessment, monitoring and evaluation skills, in particular data collection, collation and analysis;
• Strong communication and inter-personal skills;
• English and computer skills an advantage
• Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.
