Job Summary

2. Purpose and Scope of Assignment

Under the supervision of the Chief Technical Advisor, the Hydraulic Engineer will provide assistance, supervision and mentoring to NERAP/MOPW investigation team including design Engineers and surveyors in design and construction aspects of NERAP’s projects. The Hydraulic Engineer will have to communicate with Afghanistan metrological department and other relevant authorities to collect available rain fall data and information about flood plains, ground and surface runoff, He is required to analyze available data through modeling and provide input to design of drainage structures.

Duties & Responsibilities

Specific Responsibilities

The Hydraulic Engineer will be an integral member of the NERAP/MOPW Technical Design Unit. Specific responsibilities and duties will include, but not be limited to;

- Collect available precipitation data from Metrological Department and other relevant authorities
- Make site visits with the investigation teams to evaluate the ground situation and provide input to drainage structures designs
- Preparation of methodology for hydrological analysis and conduct of hydrological analysis and reports for bridge and road projects
- Identify and Analyze watershed runoff, channel analysis, floodplain delineation, erosion and sedimentation analysis, statistical analysis for flood frequency, and ground water and reservoir system analysis and modeling.
- Review and check the contactors’ hydrological analysis and report
- Give instruction to contractors for preparation of the hydrological analysis and report
- Ensure the contractor’s hydrological analysis and reports meet the standards
- Prepare written and oral reports, and make suggestions and recommendations for inclusion of hydrological study findings in the reports.
- Carry out hydrology-related study procedures for assigned projects
- Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results.
- Perform any other duty in line with this TOR as required by the Technical Section Head and CTA.

- Prepare the methodology of hydrological analysis and report preparation
- Prepare hydrological analysis and reports for bridge and road projects

4. Final Product


- Contribute as necessary to the Final report for NERAP-MOPW; highlight remaining challenges and propose solutions.
- Produce sound analytical and modeling reports
- Provide sound designs for the road and bridge design engineers

Job Requirements

a. Education

- Bachelor’s Degree in Hydraulic Engineering, Water Resource Engineering, Environmental Engineering, Civil Engineering specialising in Hydrology or a related field required.

b. Work Experience

- 4 years experience in general civil engineering
- A minimum of one year experience in Hydraulic Engineering or related field is must.
- Professional experience in conducting water modeling and experience working with Flo-2d, HEC, HEC 1, HEC RAS, HEC-GEORAS, HEC-HMS, Flow Master, Global Mapper and Storm CAD
- Experience with AutoCAD is desirable
- Expertise in stochastic and catchment hydrology desirable
- A good basic knowledge of probability theory and statistics
- Experience in GIS applications

c. Key Competencies

- Be a good mentor, capable of working with others in a participatory and capacity building manner.
- Ability to achieve goals and meet deadlines while working on multiple tasks
- Highly motivated and self-directed in advancing complex projects
- Ability to gather, understand, and critically analyze relevant hydrological data from all available sources
- Have good analytical, writing, and communication skills.
- Knowledge of MS Office.
- Willing and ready to travel extensively to visit project sites.
- Be thoroughly proficient in written and spoken English.
- Willing to travel all over Afghanistan for data collection
- Knowledge of one of the local languages would be an advantage.
- Be a self-motivated, versatile and adaptable to different cultures and people.
