International Committee of the Red Cross (ICRC), Multi Location
Support the ICRC's Armed and Security Forces (FAS) activities throughout Afghanistan (though mainly in the Kabul area) in the dissemination of basic Law of Armed Conflict (LOAC)/International Humanitarian Law (IHL) and International Human Rights Law (IHRL) through contact building and dialogue with the Afghan National Army (ANA) and Afghan National Police (ANP).
Ÿ Activities
LOAC/IHL/IHRL Courses and Presentations
Ÿ Disseminate basic LOAC/IHL/IHRL to forces under command of MoD/ANA and MoI/ANP in both Dari and Pashto languages.
Ÿ Be part of the FAS KAB instructional team and assist with the conduct of LOAC/IHL/IHRL Training-of-Trainers (TOT) Courses at MoD/ANA and MoI/ANP units, including education and training institutions.
Ÿ Arrange for accurate translation from English to Dari and Pashto (and reverse), and production of dissemination material in all three languages, as required.
Ÿ Preparation of course material covering publications, handouts, exercise material and general ICRC dissemination material.
Ÿ Prepare audio visual material and equipment required for the conduct of LOAC/IHL/IHRL courses.
Ÿ Office Activities
Reporting
Ÿ Produce written summaries of meetings with ANA and ANP interlocutors.
Ÿ Produce a written analysis of dynamics within the ANA and ANP, in support of the Delegation's engagement with same.
Administration
Ÿ Manage the FAS FO office covering filing, despatch of mail, and stationary stock.
Ÿ General Duties
Ÿ Be aware of the delegations objectives and activities
Ÿ Understand the three components of the Red Cross/Red Crescent Movement
Ÿ Apply the security rules at all times
Ÿ Respects and observes the staff regulations of the ICRC in Kabul (and elsewhere, as required)
Ÿ The employee may be asked to perform duties and task not covered in this job description as well as to provide support to other departments when necessary
Ÿ ICRC is a humanitarian organization, which works to protect and assist victims of armed conflicts. The position within the institution requires to convey/carry a certain image of the ICRC. ICRC expects its employees to behave in an appropriate manner at all times and in all places. All members of staff should ensure their attitudes correspond to ICRC principles both during and after working hours.
Ÿ Education
Ÿ Appropriate academic/military education level.
Ÿ Experience
Ÿ MoD/ANA or MoI/ANP background.
Ÿ Senior officer (preferably) with operational field experience.
Skills and qualifications:
Ÿ Languages:
Ÿ Fluent in Dari and Pashto; Strong English.
Ÿ Other languages an asset.
Ÿ Personal qualities:
Ÿ Independent worker with initiative, organisational skills and sense of responsibility.
Ÿ Team player with ability to deal with persons holding various levels of responsibility.
Ÿ Patience, perseverance, self-confidence and an ability to deal with people at all levels.
