Job Summary

To coordinate and implement ADB's policy in Information Technology (IT) in Afghanistan Resident Mission, including telephone and video conferencing; to assist local ADB/AFRM staff get the best use of the present IT systems, and develop, direct and implement the office automation plan; to assist in maintenance and operation of efficient communication systems for smooth functioning of local RM.

Duties & Responsibilities

IT Coordination

Acts as Alternate IT Coordinator to provide support in:
o Coordinating/communicating with OIST for all AFRM IT related matters;
o Determining, analyzing, screening, prioritizing and requests for computer services;
o Serving as initial contact point between AFRM staff and OIST for new applications;
o In Consultation with ICT Coordinator, coordinating necessary training programs and providing local RM expertise to assist OIST staff in supporting automation needs for AFRM;
o Developing and maintaining an inventory of authorized and licensed software and hardware;

Training and Technical Support

Assists in developing, coordinating and implementing a comprehensive computer-training plan for all computer users in the office, covering both routine maintenance and application program use

Conducts on-the-job training for computer users

Provides support to HQ missions and ADB consultants when required. Produces user-oriented training handouts, manuals and instructions. Organizes a library of books, magazines, and software on computers.


Hardware and Software Maintenance and Inventory

Assists in developing, coordinating and implementing a routine periodic maintenance plan for all computer hardware, software and accessories, including inspection, operator training and troubleshooting

Arranges for repairs of computer hardware as required, including local servicing and/or importation of spare parts

Assists staff to carry out regular backups of their computers

Prepares monthly report on AFRM ICT activities to IT Coordinator and OIST.



Telecommunications Support

Monitors and provides feedbacks to telecoms and other related providers for continued connectivity and service standards.

Provides general technical support and training to radio operators on Smart PTT + Turbo net and be able to configure those systems.

Monitors and Services the security communication equipment, (Track24, HF,UHF/VHF, CCTV Camera)

Others

Performs other tasks as assigned and reflected in the incumbent’s workplan

Job Requirements


Bachelor's degree in Information Technology (IT)
Work experience

At least 3 years of relevant professional experience.

Technical knowledge

Working knowledge of assigned area

Effective report-writing and communication skills in English and the national language (as required)

Proficient in spreadsheets and required information technologies

People and leadership skills

Able to liaise and work effectively with government officials within own work location and with colleagues throughout ADB

Able to work collaboratively with teams as a constructive team member.
