Job Summary

Executing the maintenance, follow-up and monitoring of all IT and Telecom equipment, tools and services, as well as ensuring onsite technical support and training of users under his/her responsibility in accordance with MSF standards, policies, protocols and procedures, in order to guarantee the efficient use of all IT and Telecom services and infrastructure.

Duties & Responsibilities

•            Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures;

•            Supervising, implementing and improving data security protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency;

•            Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with the Information Systems (IS) Specialist and/or HQ Technical Referent for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at his/her level are appropriately escalated;

•            Providing educational support (briefing, training and support, etc.) to all users. Providing advanced educational support (briefing, training and support, etc.) to logistics experts dealing with IT and Telecom systems;

•            Providing regular activity reports for the sites under his/her responsibility in accordance with MSF guidelines. Updating and archiving all user and ICT (Information and Communications Technology) related documentation due to changes in the IT and Telecom infrastructures;

•            Participating in the establishment of the annual budget of the IT and Telecom families. Providing his/her technical expertise in the local purchase process;

•            Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding points;

•            Performing any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

•       Perform all necessary repairs, maintenance according to his/her specialization (i.e. HF and VHF installations, IT Network, laptops and desktops, local networks etc.)

•       Perform any needed tests after any repair or maintenance in order to ensure the functionality and safety of the installations.

•       Assure the networks security management according to MSF policy

•       Work in collaboration with other specialized technicians and workers, if necessary

•       Ensure the adequate stocks of consumables and materials for minor repairs and manage those stocks in coordination with his supervisor; ensure the replenishment of the IT and Telecom consumable stock on a monthly basis

•       Keep his dedicated working area clean and tidy and look after all equipment and tools provided

•       Ensure the completion of all record sheets and books related to IT and Telecom maintenance

•       Generate the necessary reports before and after any repair or required maintenance (MEMO, Job Requests)

•       Responsible for the performance of daily, weekly and monthly maintenance schedule of all Telecom and IT equipment 

•       Develop and update of the maintenance plan for all the ICT and Telecom equipment and installations

•       Ensure the cleaning of computer and telecommunications equipment including training of the users for proper maintenance

•       Ensure the implementation of the communications guidelines

•       Ensure the backup and updating of the desktops/laptops, the virus definition and engine updates of anti-virus software

•       Support the correct use of computers, radio and phone by briefing and training of MSF staff regarding the correct use and basic maintenance of all types of IT and Telecom installations

•       Follow up the repair of all occurring software and hardware problems in coordination with the Mission ICT Referent in accordance with mission protocols and guidelines

•       Follow up the repair of occurring Telecom problems in coordination with the Mission ICT Referent in accordance with mission protocols and guidelines

•       Assist the logistics department for any relative work required for his respective technical family

•       Give regular feedback to the line manager and report directly any issue or incident

•       In order to ensure the coverage of the human resources needs and maintain high standards of quality, organise and coordinate the activities of team supervised (week’s schedule, annual leave, absences, etc.), communicate with the HR Admin department all relevant information in due time, evaluate performance, define and ensure the needs for training

•            Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience.

•            Engage in any other work that is requested by the Hierarchical / Functional manager

Job Requirements

Minimum Requirements and Competencies

Education

•        Essential secondary education and formal technical training.

                   Certifications in the domain would be an asset.

Experience

•         Essential 1-2 years of proven experience in IT or technical functions

Preferably technical English

Languages

     Essential: Dari

        Preferably: Pashto

Essential: English – good verbal and written skills  

Knowledge

•            Expertise in latest version of Microsoft Operating System and business applications (Office365)

•            Good knowledge of computer hardware and maintenance processes, network theory and their respective protocols, main email systems, IT security best practices and IT service management tools (ITSM)

•            Understanding in Server Management (latest version of Microsoft Operating System, Active directory) and virtualization (Hyper-V)

•            Understanding of radio telecommunication concepts (HF, VHF, GSM, Satellite)
