Position and Reporting Line
The MRE /IM Coordinator refer to an experienced, technically qualified national person for DDG Operation Department in matters related to Mine Risk Education Operation and Impact Monitoring. He/she reports to Head of Operation. In IM matters he also refers to Programme Manager, to IM Advisor and to other relevant staff in HQ Copenhagen.
Impact Monitoring is a tool developed within DDG to measure the socio economic impact of mine clearance, using both qualitative and quantitative methods, eg. Questionnaires and group interviews with beneficiaries in the provinces in questions.
Location
DDG main office in Kabul with frequent travels to relevant provinces in the Northern and Central area to supervise and support both MRE and IM activities.
General Objective
The main objective of the MRE/IM Coordinator is to conduct MRE/IM team’s plan, coordination, supervision, reporting and ongoing MRE and IM operation in Northern and Central area of Afghanistan.
Supervisory for
DDG’s 7 MRE / IM teams and 1 data entry admin assistant.
Specific tasks
Be responsible for MRE/IM training material condition and quantities designated for all MRE/IM teams. Plan the needs for training material for the next work period and place a request accordingly.
Implement the Impact Monitoring tool together with IM Advisor in February and March 2011, including the planning and executing of Impact Monitoring refresher training with IM Advisor and IM Consultant from HQ Copenhagen. Act as translator during refresher training.
Maintain the IM database in close cooperation with data assistants and IT Manager.
Collect and compile mine/ UXO survey information during community visits by MRE/IM teams and share it with relevant site operation officer/site operation assistant.
Control quality and quantity of MRE/IM teams work in the field and make sure that all activities are according to plan and SOP and IM manual and report guidelines.
Regular appraise both MRE/IM teams and data assistants and provide feedback and support to enable them to do their job better.
Monitor and analyze both MRE and IM productivity at the end of each month and submit to Head of Operation.
Collect and compile mine/UXO victim information during community visits by MRE teams and share it with report to the relevant site operation officer/SOA. Ensure the information flow to relevant AMAC.
Keep monthly record of MRE/IM teams progress and activities.
Maintain close contact communication and coordination with operation officer, current and future TAs and site operation officers.
Participate in AMAC/MACCA/ MRE/VA and Impact Monitoring technical working groups and coordination meetings.
Ensure that MRE/IM teams have good communication and coordination with local authorities during MRE and IM activities.
Conducting internal quality assurance of all MRE/IM teams once per month from each team.
Prepare monthly written report to Head of Operation regarding your activity and development of MRE/IM capability and result of your visit and supervision in field with MRE/IM work.
Prepare IM assessments reports in Access according to DDG IM guidelines and other reports. Required by UNMACA, AMACs, donors, to Head of Operation. PM and HQ staff.
Liaise with AMAC, UNMACA, local authorities and other MA organizations in coordination with the instructions of Head of Operation.
Follow up on internal and external non comformity reports which MRE teams received and respond to relevant AMACs.
Supervise and quality ensures IM data entries done by data assistants.
Possibly adjust IM questionnaire to Afghan context.
Do translations in training sessions when required.
Undertake any other tasks as ordered by the Head of Operation.
Requirements
Afghan national
Preferably a bachelor degree in Social Science
At least 4 years of proven experience with:
- MRE / IM methods and approaches, including quantitative, qualitative and participatory.
- Planning, implementation and maintenance of MRE and Impact Monitoring systems.
- Facilitating learning oriented analysis sessions of IM data with multiple stakeholders.
- Information analysis and report writing.
The applicant must also have:
- Strong IT skills in Microsoft Office, especially in Word, Excel, Outlook and Access.
- Leadership qualities, personnel and team management
- Experience in data processing and with computers.
- Strong in both written and spoken English and Dari.
- Knowledge of Pashtu.
Experience:
3– 4 years of experience related to field.
Languages:
1. Good English language (both written and oral).
2. Dari /Pashto at native language level.
