In February 1949, when the first session of the WHO Regional Committee for the Eastern Mediterranean was held in Cairo, the world was still recovering from the wounds inflicted on it by the Second World War. The overall purpose of the consultancy is to assist the Ministry of Public Health (MoPH) Afghanistan to implement infection prevention and control (IPC) best practices at national and health care facility levels.
The COVID-19 pandemic since the first reports of cases in Afghanistan at the end of February 2020 has escalated to more than 55,656 confirmed COVID-19 cases in Afghanistan across all 34 provinces and 2,435 total death. The situation, in view of the health system considerations & population size and the fast-evolving pace of the epidemic uncovered huge limitation in the IPC knowledge and best practices of healthcare providers that requires refocused and accelerated efforts to strengthen health systems for implementing IPC interventions as an essential component of patient and health care worker safety.
Two missions have been conducted to Afghanistan in September 2020 and January 2021 which concluded the importance of strengthening IPC at both national and facility level in alignment with WHO Guidelines on Core Components of IPC.
In this regard, WHO Country Office Afghanistan urgently needs dedicated and well-trained IPC practitioners for scaling up IPC implementation both at national and health care facility levels.
Output 1: Ensure strengthening of IPC structures at designated healthcare facilities.
Deliverable 1.1: Conduct baseline assessment of the IPC programme in collaboration with the national master trainers and PMO staff in 15 selected priority hospitals (5 governmental hospitals & 10 hospitals managed by NGOs) using WHO IPCAF & IPC healthcare facility response for COVID-19 assessment tool.
Deliverable 1.2: Participate in generating technical report for each hospital indicating the identified gaps and including priority corrective IPC actions for hospitals.
Deliverable1.3: Coordinate with the hospital directors and hospital reform director in the designated 15 hospitals to formally nominate full time hospital IPC teams supported by IPC committee with clear objectives, functions & defined scope of responsibilities.
Output 2: IPC training & education.
Deliverable2.1: Translate and adapt the 5-day IPC education and training package developed by the WHO regional office to the national language.
Deliverable 2.2: Ensure the master trainers conduct a 5-day IPC training course targeting at least 30 members of the hospital IPC teams from the 15 priority HCFs.
Deliverable2.3: Follow up with the hospital IPC teams from the 15 designated hospitals on conducting regular training of the hospital staff on the IPC policies and procedures with record maintenance of all trained staff.
Output 3: Ensure implementation of best IPC practices in 15 hospitals and monitor/audit IPC practices.
Deliverable 3.1: Participate in development of priority IPC policies and procedures and ensure all the designated healthcare facilities have access to the IPC policies and procedures.
Deliverable 3.2: Coordinate the implementation of hospital IPC policies and procedures in the 15 designated hospitals with special focus on priority IPC practices including hand hygiene, reprocessing of instruments, environmental cleaning, and isolation practices.
Deliverable 3.3: Liaise with the master trainers and PMO staff to conduct regular hospital visits to designated sites to provide on job training and advise to improve IPC implementation.
Deliverable 3.4: Re-evaluate the 15 hospitals at the end of the contract using the same tools and report on change in IPC status implementation and standards.
Qualifications required:
Essential: University degree in Medicine/ Medical Sciences or Nursing with specialization/master’s degree in IPC, microbiology, public health, epidemiology or infectious diseases.
Experience required:
• At least 4 years’ experience in the field of IPC
• Familiarity with WHO IPC core components, facility assessment tools, strategies and implementation tools is top priority
Skills / Technical skills and knowledge:
• Excellent interpersonal and communication skills.
• High sense of responsibility and strong organizational skills with ability to work under pressure.
• Advanced computer literacy (Word, Excel, Power point)
Language requirements:
• Advanced knowledge of Pashtu and Dari
Excellent knowledge of English
Criteria
Screening of the candidates;
Long List - The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).
Short List - Further shortlist shall be done base on years of relevant experience, higher education and required skills.
Assessment method:
WHO may conduct written/presentation and interview or combination of the mentioned mediums to select the most qualified candidate.
