Remuneration:
 The remuneration for the post of ITC Expert is between US$ 100 to US$ 150 per day based on the qualification and experience of the candidate

Duties & Responsibilities

Under the overall guidance of the FAO Representative and direct supervision of Chief Technical Advisor (CTA) of Capacity Development for the Irrigation Directorate of MAIL (GCP/AFG/078/JCA) project and Irrigation Director with personal initiative and judgment, the Information Technology and Communication (ITC) Expert is responsible providing the full range of ITC to Irrigation directorate officers in central office of ID/MAIL.

The project requires an Information Technology and Communication (ITC) Expert to help the project to establish its project database system and its website. The incumbent will work with the project team in Ministry of Agriculture, Irrigation and Livestock in Kabul and will be responsible for supporting on ITC matters on a day-to-day basis.

Purpose of Project Database and Website:
The purpose of the project database and website will be to maintain better visibility by efficiently storing the project database and sharing it with the concerned stakeholders through an on-line system. It is also expected that this will be very helpful in the smooth operation of the project activities by maintaining better linkage with all stakeholders.

In particular the ITC Expert will be responsible for the following specific tasks:


Prepare Project Website: The ITC expert will prepare a website for the project in coordination with the other staff by designing an informative and well organized web-page design. He will also ensure that the web-page is timely update to incorporate the progress of the project activities.

Maintain Linkage with FAO Representation Webpage: The ITC expert will also link the project web-page with that of the FAOR office.

Maintain a Management Information System for the project: The ITC expert will develop a computer system that will maintain a database of all the human resources and other project related data. It will be in the format of a relational database management system that can efficiently store and retrieve all the relevant data.

Upload all the GIS Maps produced by the project: The ITC expert will also make necessary arrangement for the uploading of the maps prepared by the GIS expert to the website with the necessary arrangements of editing and updating the maps as required.

ITC support to the Project team: The ITC expert will provide all the necessary ITC support to the project team.

Any other tasks related to the job as directed by the CTA of GCP/AFG/078/JICA.

Job Requirements


University Degree in ITC or Computer Sciences

At least 2 years of work experience in the field of IT.

Experience in developing relational database of project information.

Good inter-personal and communication skills both orally and in writing.

Demonstrated ability to work with minimum supervision.
