Duties & Responsibilities

The primary responsibilities of the incumbent will be:


To provide professional day to day review of reports, follow up of works and advice to contractor to ensure the project implementation comply with contract.

To give support of the program andsupervision team in contractual matters and claims/changes related issues and assist the team to define, implement, maintain and support effective change management and contract management policies, procedures and activities that grow the project scope, revenues and margins.

To keep project records and documentation of all correspondence related to infrastructure projects.

Preparation of reports, on project progress, performance and deliveryof contract related matter to CARD-F and MRRD authorized focal point.

Provide day to day active technical support and advice to the Project Supervision team and Procurement Unit (NRAP/MRRD) as related the facilitation, oversight management and administration of the contracts.

Monitor progress of contracts implementation to ensure that it abides by the specified standards, procedures and planned procurement timetable (Items: Project Schedule ,Project Budget, and Technical Procedure )

Checking and verifying consultants’ invoices on behalf of the MRRD and process to issue for payment.

Liaises with the client ministries and CARD-F technical teams on all matters relating to infrastructure procurement, contract management and implementation of EDPs.

Meet with infrastructure contractors and suppliers to resolve potential issues and ensure that sufficient support is given to the contractors and suppliers to achieve their agreed deliverables and milestones;

Monitor and assess site works in compliance with contract documents;
o Respond to technical enquires during contract implementation,
o Recording project progress activities report, instructions communicated with contractor.
o Conducting monthly base progress review meeting in presence of MRRD, CARD-F, Contractor and community.
o Resources controlling, time controlling and follow with supervision team on quality controlling of project works and invoice certification accordingly.

Willing to travel and be on the site
Perform other activities related to infrastructure procurement or contract management support that is assigned by the Executive Director, Deputy Executive Director or head of contract management and implementation support unit

Job Requirements

Required Education degree:


Bachelor degree in Civil Engineering and Master degree in Construction management or equivalent disciplines

Experience:


Minimum 3year of working experience in design and construction management with international organizations for construction of infrastructure.

Five years overall experience in infrastructure projects contract management.

Three years of experience in the development and preparation of project budget estimates, scope of works on multidiscipline engineering designs for infrastructure.

Fluency in English: expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), and to participate actively in meetings and in work related discussions.

Ability to use computers and have working knowledge of MS Office, AutoCAD, and structural design software

Dynamic person with strong initiative

Professional attitude, integrity and project focused.

Team player with decision-making ability.

Good knowledge of international engineering standards and codes and Afghanistan Procurement law.

Maintain excellent working relationships with all parties involved in the project.
