Job Summary

Job-Summary: The Institutional Specialist works under the overall guidance of the OFWMP Project Director and MAIL/General Directorate of Irrigation. The Institutional Specialist in general is responsible for the registration and strengthening of Irrigation Associations in coordination with the MAIL/ Irrigation Department. He/she will be placed in the Irrigation Department

Duties & Responsibilities

The responsibilities of Institutional Specialist would include but not limited to:


To study the newly prepared by-laws, and existing Mirab system, to define and document steps required in the process of IAs registration

To register the already established Irrigation Associations (IAs) as per the Afghan Water law 1388 in coordination with the Irrigation Department of MAIL

To help in preparing and formulating required official documents/formats required for the registration of already established Irrigation Associations with MAIL/Irrigation Department

To open a joint bank account for each IA at their respective regions

To instruct and supervise capacity building of farmers and Irrigation Associations (IAs) for smooth implementation of OFWM Project activities and sustainable technology transfer.

To conduct need based training courses for the community institutions (Mirab/IAs) and institutional issues.

To assess the institutional performance of the Irrigation Associations (IAs) on selected sites regarding organization status, community participation level, decision-making process, operation & maintenance management, water rights etc.

To assess and propose recommendations for the performance improvement of IAs.

Assess the performance of the irrigation department of MAIL in the project areas in terms of support provided to the irrigation sites: number of professional staff, extension visits, etc.

Propose recommendations for the performance improvement of the DAIL in assisting the farmers at the project sites.

To perform other project related duties as assigned by the OFWM Project Director.

Job Requirements

The candidate must have relevant education (Social Science/Agricultural science/Water Management) with Master degree and at least 2 years of experience or bachelor degree with having at least 5 years of experience in the field of institutional reforms in irrigation sector/assisting water user organizations in irrigated agriculture with national and/or international organizations.

Major achievement in career may substitute for long experience and educational requirements.

Skills Required:

Demonstrated knowledge and experience in the institutional / organizational aspects of irrigated agriculture;

Demonstrated knowledge of institutional aspects in agricultural extension;

Ability to use personal computers and related software.

Ability to express ideas concisely and clearly preferably in both English and Pashtu/Dari.

Writing skills and demonstrated ability to develop written reports and action plans in both English and Dari.

Considerable interpersonal skills, including the ability to establish and maintain effective working relationships with others in an international multi-cultural working environment and integrated training skill.

Considerable experience and demonstrated ability to serve the public in a courteous and professional manner.

Working experience with World Bank projects is an asset

Demonstrated knowledge and experience in the institutional / organizational aspects of irrigated agriculture;
