About Afghanistan Rural Enterprise Development Programme

Job Summary

4. The Afghan Pastoralist Consultant will work under the component A of AREDP Community Enterprise Development (CED) component to ensure inclusion of the Afghan Pastoralist in AREDP program but will work closely with the office of the Kuchi Advisor to MRRD to ensure that AREDP’s activities for the pastoralists are in line with the MRRD’s Kuchi policy. The consultant will work to develop the implementation guidelines for AREDP. The assignment is initially for two (2) months and may be extended if required with the agreement of the both parties.

Duties & Responsibilities

The assignment includes (but not limited to) the following duties and responsibilities:
i. Assist the CED unit and the office of the Kuchi adviser to the Minister with developing implementation guidelines for the inclusion of pastoralists into ARDEDP.
ii. Facilitate multi-stakeholder consultative processes for mainstreaming of pastoralists across the Agriculture Rural Development (ARD) cluster and other stakeholders.
iii. Work closely with the international Afghan Pastoralists Program advisor in the development of Afghan pastoralists focused AREDP program component

Job Requirements


6. The consultant should have-

Minimum a Master degree in Public Policy/International Development/Law or related discipline from a recognized university;

Excellent in English (listening, reading, writing, and speaking) is required;

REQUIRED KNOWLEDGE AND EXPERINECES

7. The consultant should have-

Minimum eight (8) years of working experience in related fields especially in developing countries;

Experience in the designing and implementation of policies with a focus on livelihood support to pastoralist with proven experiences in working in Afghanistan;

Developed understanding of policy especially on pastoralist ability to represent an organization to external stakeholders including donors, Government of Afghanistan, and other development agencies;

Demonstrated ability to apply good judgment in the context of assignments given – extremely high level of discretion;

Ability to plan own work and manage conflicting priorities;

Good communication (spoken and written) skills, including ability to explain and present program support services-related information/requirements and prepare written documents/communications in a clear, concise style;

Developed computer skills using Word, Excel, PowerPoint and the Internet;

Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

REQUIRED ABILITIES AND ATTRIBUTE

8. The consultant should have-

Ability to determine and review priorities and meet deadlines;

Ability to work in a high pressure environment;

Ability to multi-task and work under pressure;

Ability to work independently and also as an effective team member;

Professionalism in appearance and demeanor;

Willingness to travel in Afghanistan contingent upon normal security considerations.

Submission Guideline

10. A consultant will be selected in accordance with the procedures set out in Section V. Selection of Individual Consultants, paragraph 5.2 Selection based on qualification and experiences of the consultant following World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans, IDA Credits & Grants by World Bank Borrowers, January 2011.
