Job Summary

He/she will provide guidance in effective planning, coordination, management, monitoring, and execution of SDES. In collaboration with SDES unit/section heads (operations, publicity and information campaign, and technical units) the CCO will monitor the progress of each activity and ensure that all are implemented according to planned schedule. He/she will also be responsible for all the reports required by donors, Government of the Islamic Republic of Afghanistan (GIRoA), and UNFPA HQ.

Duties & Responsibilities

The conduct of the Socio-Demographic and Economic Survey (SDES) which started in 2011 and planned to be completed in all provinces by 2014 would fill in the data gap at all geographic levels in the country. In 2011, with technical support of UNFPA and financial support of the Government of Japan, SDES was carried out in Bamiyan province while its mapping and listing as well as the mapping and listing activities in Daikundi were funded by the Government of Denmark. For 2012, financial support is extended by the Government of Japan for SDES, mapping and listing activities in Ghor and Daikundi provinces. SDES requires several activities within its major stages of operation such as planning, coordination, preparation of technical inputs, publicity and information campaign, recruitment, training, enumeration, monitoring, processing, analysis, and data dissemination including research and publication of results. These activities require the services of an experienced Chief Coordination Officer (CCO) who will oversee the over-all coordination and conduct of SDES.
He/she will provide guidance in effective planning, coordination, management, monitoring, and execution of SDES. In collaboration with SDES unit/section heads (operations, publicity and information campaign, and technical units) the CCO will monitor the progress of each activity and ensure that all are implemented according to planned schedule. He/she will also be responsible for all the reports required by donors, Government of the Islamic Republic of Afghanistan (GIRoA), and UNFPA HQ.

Job Requirements

Under the over-all guidance of UNFPA Country Representative and direct supervision of UNFPA Assistant Representative, and close collaboration with the International Operation Manager he/she will undertake the following:

Monitors and coordinates the implementation status of the entire SDES activities in close collaboration with the unit/section heads, ensuring timely implementation of all stages of SDES;

Ensures the technical integrity and appropriateness of all processes;

Regularly assesses the progress of SDES activities and address day-to-day issues and problems confronting the project;

Provides periodic reports and feedback to UNFPA Assistant Representative on the progress of SDES;

Prepares periodic reports to donors based on the progress reports submitted by the unit/section heads;

Provides advice to Survey Management (UNFPA and CSO) for effective development, implementation and monitoring of SDES and its donor funds, and help ensure optimization and coordination of resources allocated to SDES;

Performs coordination roles (SDES units and different working groups both at UNFPA and CSO) to ensure full harmonization, timely and satisfactory progress of the processes; and,

Undertakes all other tasks relevant to SDES as required by UNFPA Assistant Representative.

Maintain strong communication with field staff and field activities on daily basis, and provide guidance and instructions in resolving problems and issues.

Overlook and watch processes required in the CO relevant sections pertaining to the project imp.(procurem recruitment, missions arrangements etc.).

Maintain contacts and close collaboration with CSO counterpart departments for effective partnership help the smooth and effective implementation of the project.
