Job Summary

Functions / Key Results Expected:
Scope of Work
The consultant needs to prepare a detailed Program project proposal for scaling up existing
programme to the national level. S/he should be work together with MRRD, ERDA official for
developing the proposal. The proposal should comply with the well defined and agreed template
for project proposal preparation of National priority program.
The work will include but not limited to off or onsite work comprising of desk review, field visits,
national consultative process, interview with private, public and other stakeholders. The program
deliverables, implementation and monitoring framework should be well defined along with the
project proposal with logical framework analysis.
The team will work in coordination and consultation with MRRD, MEW, MOF and other
stakeholders of ARD cluster whenever deemed necessary. The mission will be started with
preparation of inception report and detailed mission plan for completion of the assigned work.
Summary of Duties and responsibilities:
There is a need to develop a concrete project proposal with identification of activities and
deliverables that could be implemented by ERDA in coming three years for effective
implementation of the program. The projects should be designed to be completed in the fast track
basis, so that immediate benefits could be distributed to the rural people of Afghanistan. The
need for the human resource development depending upon the existing capacity and need for
reinforcement in its capacity to deliver the project outputs is to be defined. The capacity building
needs and institutional structure required at the various level of governance for implementation of
the program is to be identified in the project document. The consultant will prepare a detailed
project document for ERDA to meet these requirements which will form a basis for project
implementation in short, medium and long term.

Duties & Responsibilities

Under the general supervision of the HE Deputy Minister programmes (MRRD) and Programme
Manager of NABDP and direct supervision of ERDA manager and in close coordination and
consultation with ERDA energy advisor, the international consultant will carry out;

Review existing programme document of NABDP and ERDA.
Review the documents of Kabul conference specially the ARD cluster for better
understanding of clustering approach of government of Afghanistan
Interact with various stakeholders including, MRRD, MOEW, UNDP, USAID, GTZ that are
working in the renewable energy sector for better understanding of the approaches that
are taken by different organization in the country.

Carry out assessment of different kinds of renewable energy technology potential and
development efforts in Afghanistan.
Carry our assessment of gaps in existing working modality of ERDA in various sector and
technology promotion.
Define strategic framework of ERDA for short, medium and long term of programme
implementation and identify short term, medium term and long term goals and objectives
of the programme.
Draft a detailed project proposal for next three years for ERDA to be implemented as per
the objectives of ARD cluster. The type of renewable energy technology, its modality,
budget analysis, risk and challenges should be identified during the proposal preparation.
Design results framework including intended outcomes, output indicators, Indicative
activities, responsible parties
Design and elaborate major components of the project implementation.
Suggest suitable institutional structure at centre, province, districts and community level
for implementation of programme.
Identify the capacity building needs and human resource requirement for implementation
of the programme. Develop TOR for key positions
Present draft project proposal to the ministry, cluster secretariat, NABDP management
team and other related stakeholders to have get it reviewed and feedback through a
national consultative process.
Address sustainability issues of institution and renewable energy technology implemented
in the community
Incorporate feedback received and prepare a detailed project proposal for implementation
of the programme.

Job Requirements

Education:
•
Consultant should have advanced degree preferably P.hd. energy management, rural energy or
natural resource management or any other related field.
Experience and Skills:

At least 10 years’ experience in designing and developing project proposals of international and
multilateral donors in the sector of energy and other development projects.
Demonstrated experience on energy policy issues, renewable energy technology, financing issues.
Extensive experience in undertaking assessment of economic, environmental, technical and social
aspect of different programmes.
Extensive experience in review of program design and monitoring and evaluation for bilateral and
multilateral donor agencies.
Prior experience in Afghanistan will be an advantage;
Excellent interpersonal, writing and communication skills;
Previous experience with the UN or government institutions would be an asset;
Maturity, initiative, cultural sensitivity and tact.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
Language Requirements:

Fluency in English; Dari / Pashtu language skills are advantages;
