Job Summary

The International Human Resources Specialist will provide timely advice and guidance to the HR Team which is responsible for project HR requirements and the HR management systems. The International HR Specialist will play a key role in setting up management systems for HR for the program.

The HR Advisor will work closely with the HR Team and build the capacity of the team, particularly in the initial start-up phase of the program, to ensure that all tools for on-going assessment of progress and identification of issues are in place and utilized. This effort includes ensuring that HR requirements are developed and implemented in a timely fashion and that there are appropriate personnel with the right level of resources needed to implement the project.


Duties & Responsibilities

• Implement the overall program HR plan in accordance with AREDP Operations Manual and other
Program Documents.
• Develop a manual for HR covering policies and procedures for human resources, and templates for
reporting; and develop a Staff Manual
• Handle the recruitment selection and engagement of personnel, and ensure that the processes are in
compliance with the requirements of the donors and the government.
• Monitor and manage the contracts for staff and plan for extension of contracts, and terminations.
• Develop, implement and maintain a staff performance appraisal system.
• Organize a system for payrolls and maintaining of leave records of staff.
• Improve the system of records management in HR.
• Develop a system for maintaining linkages between the HR of the Project Management Office and
the Provincial offices of the project.
• Organize the HR database and prepare periodic reports on HR for the management.
• Identify issues, risks and improvements related to HR in a timely manner.
• Build the capacity of the HR team through training programs and on the job training.
• Other related duties and responsibilities as assigned.

Job Requirements

Knowledge/Experience
a. 10 years experience in HR management;
b. Experience in World Bank projects desirable;
c. Experience in building up and establishing an HR management for projects with significant knowledge transfer;
d. Experience in capacity building of personnel.
e. Developing country experience desirable

Qualifications/Skills
a. MBA or a Masters degree in Human Resources Management;
b. Fluency in English; ability to speak Dari and/or Pashto languages helpful;
c. Excellent communication skills: speaking, writing, and listening;
d. Demonstrated interpersonal and negotiation skills including diplomacy and tact;
e. Computer skills, including experience using Microsoft Office packages

a. Ability to work in a high pressure environment;
b. Ability to multi-task and work under pressure;
c. Ability to work independently and also as an effective team member;
d. Professionalism in appearance and demeanor; and
e. Willingness to enhance knowledge through training and personal initiative.

REPORTING RELATIONSHIPS
Reports to AREDP Head of Program Support Services Office and is accountable to AREDP Senior Management

The World Bank intends to finance the assignment described below under IDA Grant No: H531-AF.

Period of Assignment:
The assignment is for 12 months and may be extended if required.
